OBSERVATION TO THE QUARIES AS PER (QPR) ENDING DECEMBER, 2008 • FOOD GRAINS UTILIZATION IS VERY LOW • LIKELY REASONS: • Issue with FCI regarding release of food grains • Discrepancy regarding opening balance. • Harvesting seasons. • Examination Days. • Holidays Severwinter days. • Flood in Bhiwani and other areas. • Data discrepancy • Borrowed grains.

  13. MISMATCH BETWEEN UTILIZATION OF FOOD GAINS & COOKING COST REPLY: i) Data Discrepancy. ii) Large No. of Schools in Small hamlets having less Childrens.

  14. CONSTRUCTION OF KITCHEN SHEDS. • Cost is too low. • Primary & Upper Primary Schools with more children need a policy decision regarding Kitchen Sheds & Cooks.

  18. POLICY DECISION/INITIATIVES BY GOVT. OF HARYANA. • Decentralization of Mid Day Meal. • Joint MDM Accounts are opened at district level in the name of ADC & DEEO. • No amount can be withdrawn from district level account. Amount can Only be transferred in the school account. • School Accounts are opened at school level which are to be operated by Head Teacher & Mahila Panch. • About 13,000 MDM Bank Accounts have been opened. • Other ingredients i.e. Channa, Dal, Ghee, Salt, groundnut etc are to be purchased locally.

STIPEND POLICY TO SC/BC & BPL STUDENTS Monthly Stipend to SC & BC-A students in Class I-VIII i) SC & BC-A Boys Students in Class I-V @ Rs. 100/- P.M. ii) SC & BC-A Girls Students in Class I-V @ Rs. 150/- P.M. iii) SC & BC-A Boys Students in Class VI-VIII @ Rs. 150/- P.M. iv) SC & BC-A Girls Students in Class VI-VIII @ Rs. 200/- P.M.

  22. ISSUE REGARDING LIFTING OF FOOD GRAINS • Some arrangements with FCI for smooth lifting of food grains. • Lifting should be on 6 monthly basis or • Power of validation to be deligated to some state authority or any other authority located at Chandigarh.

  23. ISSUES • The cooking cost is low in primary schools. It is difficult to fulfill the present norms at the present cost. It needs to be enhanced to atleast Rs. 3.50 from Rs. 2.07 per child/per day • The cooking cost is low in Upper-Primary Schools. It is difficult to fulfill the present norms at the present cost. It needs to be enhanced to atleast Rs. 4.50 from Rs. 2.50 per child/per day.
