What says Regulation? Article 5.3 of Regulation on ESF about good governance and partnership The managing authority of each operational programme shall encourage adequate participation of the social partners in actions funded under Article 3. Under the Convergence objective, an appropriate amount of ESF resources shall be allocated to capacity-building, which shall include training, networking measures, strengthening the social dialogue and activities jointly undertaken by the social partners, in particular as regards adaptability of workers and enterprises referred to in Article 3(1)(a).

Type of measures per country, some examples • Romania > strengthening of the social partners through activities for promoting interest in membership • Czech Republic > development of the quality of services of the representatives of the employers • Hungary > creation of working networks based on territory or sector in order to be more prepared for a structured social dialogue • Lithuania > training in the fields of collective bargaining preparation, negotiation tactics, conflict management, prevention of illegal work, flexible forms of work, etc.

What is new in the proposal for 2014-2020? With the new proposal, the role of the ESF will be reinforced: • the participation of social partners and civil society will be further encouraged in the implementation of the ESF, through capacity building, the promotion of community-led local development strategies and the simplification of the delivery system. • Rules governing the reimbursement of projects by the ESF will be simplified, in particular for "small" beneficiaries, who make up at least 50% of recipients of ESF funding – NGO's, small- and medium-sized enterprises and others;
