Public eProcurement Setup The Electronic System for Public Procurementis the web-based system used for awarding PP contracts by electronic means. • 2002 - e-Licitatie (pilot project) • 2006 – e-Licitatie extended version, in compliance with the new legal provisions for public procurement which have transposed Directives 2004/17/EC and 2004/18/EC • Law regarding the award of the public procurement contracts, public works concession contracts and services concession contracts • Application Norms for the provisions concerning the award of the public procurement contracts • Aplication Norms of the provisions concerning the award of the public procurement contracts by using electronic means

  7. e-Licitatie Facts & Figures • Operating since March 2002 • Deployment costs exceeding 7 million Turkish Lira • Monthly running costs around 100 000 Euro • 650 000 PP e-procedures for a total value of more than 1.8 billion Turkish Lira (2002-2007) • Estimated savings of 20 % • 9 500 suppliers and 9 300 contracting authorities • Managed by 30 people • Published notices: 160 000 (2007) • Notices sent to OJEU: 10 000 (2007) • Catalogue products: 26 000 (2007)

Romania holds the first position in EU with 99.8% of all the notices sent by electronic means (XML). Mandatory publication of all types of notices on e-licitatie regardless of the thresholds

Revenue model • Tenderers: >> free registration >> flat fee for participation / eProcurement procedure (maximum 10 TRY) - a limited number of participations / month is free of charge (currently 20) >> flat fee / eCatalogue position (maximum 1 TRY) - publication of the first 50 eCatalogue products is free of charge • Contracting Authorities: >> free registration >> free publication of notices >> flat fee / eProcurement procedure(min. 2.5 TRY - max. 40 TRY)
