Support of Fundraising at Universities DTU Aqua Research Secretariat August 2012 Kirsten Thomsen
External Research Funding Cycle Before application Lobbyactivities directed towards EU og national programmes Information about funding opportunities and guidelines Internal coordination Strategic foundation (Strategy and Research Committee) Applications Support (e.g. administrative, coordination, review) Facilitate support from AFI and ØCNord After application and implementation Evaluation and follow-up During project implementation Support (e.g. coordination, reporting, meetings) Facilitate support from AFI and ØCNord etc.
Strategic foundation What research topics do weapply for? Research Strategy of University/Institute How areresourcesallocated to the applicationprocess? Priorisation, incentives, co-funding and practical support Are (major) applicationscoordinated at University/Institutelevel? Policies for internalcompetition/collaboration
Before applying Lobby activities (Example: EU frameworkprojects) International networksincludingcollaboraters from previousapplications/projects Access to EC/project officers as coordinators Input to work programmes under FP7/Horizon 2020 throughreferencegroups in the Ministry and support to national commitment in Era Nets,
Before applying Lobby activities (Example: National projects) Network Promotion of candidates for scientificboards in research councils Inputs to national research strategies
Before applying Information About funding opportunities via meetings and mails Participation in relevant external information meetings. Courses in writing appplications Assisting the Research Committee in coordinating applications for specific calls.
Making applications Support to applicants Guidelines and rules Meetings with Partners Review of drafts Budgets in collaboration with economycentre Signature and support letter from Director
Making EU applications Assistance in formulation and coordination of proposal including meetings Coordination with economy centre on budgets Administrative inputs to the EPSS (electronic proposal submission service) Filing in DTU Doc Coordination of scientific and administrative input during negotiation Facilitate dialogue between applicant and AFI on contracts
During project implementation Assistance with coordination and reporting, meetings etc.
Follow-up Overview of applications and succesrate Data and analyses of e.g. balance between resources committed and obtained, quality of applications and problem areas.
Challenges Electronic systems not yet able to establish overview over applications and projects – consequence: personal follow-up is needed in relation to filing of applications, approvals/rejections and update of lists. Takes times, but strengthens the relationship with the scientists, who also gets feed-back on their applications. Demanding to coordinate between scientists, research secretariat, and central functions.
Challenges Coordination of institute applications for specific calls makes internal conflicts of interests become visible. It is therefore important with clear priorities up front and a commitment from everybody to go for what is best at institute-level. Handled constructively both collaboration and competition are strengthened. Lack of motivation to make applications due to heavy workload. How are new talents trained and involved?
External Research Funding Cycle Before application Lobbyactivities directed towards EU og national programmes Information about funding opportunities and guidelines Internal coordination Strategic foundation (Strategy and Research Committee) Applications Support (e.g. administrative, coordination, review) Facilitate support from AFI and ØCNord After application and implementation Evaluation and follow-up During project implementation Support (e.g. coordination, reporting, meetings) Facilitate support from AFI and ØCNord etc.
Working with fundraising capacity Improve scientific quality of applications: Individual scientist(s): Courses in writing research proposals Writing joint proposals Establish teams Training of trainers in writing research proposals Improve technical/administrative quality of application: Administrative support staff: Courses, exchange/study tours
Working with fundraising capacity Develop fundraising at management level? Training/studytour in lobbyactivites, organisation of central/decentral support-functions…..
