Background • Post 9/11 New “Steady State” • Global War on Terrorism, Homeland Defense, etc. • Large increase in full-time (24/7) workload on our force • Greatly increased deployment requirements • Stress relief actions • Core Competency Review • Human Capital Task Force • Stress AFSC Reallocation

Stress Relief • Every AFSC in AF assessed • Addressing inventory and sustainment (authorizations) • Goal: Realign from less to more stressed AFSCs -- Guidelines: • Move to not less than 90% manning for all AFSCs • Move towards “1.2” stress level for all AFSCs • Max of 3% “take” on least stressed AFSCs • No more than 20% plus-up per “gaining” AFSC/year • Execute without “breakage” to “bottom AFSCs” • Increase inventory in stressed AFSCs… FY04 TPR adjustments (1,100)

  5. Supply Demand Career Field Stress • Stress Level = ((Home-station shortfall) + (Deployment shortfall)) (Assigned people) • Supply: Assigned and available personnel by AFSC • Demand: Home-station (HS) and deployed

  6. Programming Actions • Four-part plan: • Realign 1,816 enlisted authorizations Air Force-wide • Add 902 additional civilians • Implement PBD 712 – Mil to Civ Conversions • Add additional enlisted end strength • All done using functional and MAJCOM input

  7. Implementation Guidance • Must implement by specific AFSC • Must place the resource at the lowest executable level • IGCA code must support military essentiality • Fund unfunded positions first

Programming Action #1 • Realign 1,816 enlisted authorizations Air Force-wide • AFSPC Impact: -133 from least stressed AFSCs, +123 to most stressed AFSCs • Minus 10 difference pays OSI bill • “Arbitrary reduction” to donor AFSCs, replaced with unfundeds • For “receiver” AFSCs, fund unfunded requirements first • Unable to implement 17 Weather reductions • Results in –116, +106

Programming Action #2 • Add 902 additional civilians • Replace military positions identified as conversion candidates • Realign military to fill other needs in the SAME AFSCs • AFSPC Impact: +43 civilians • 18 Services, 24 Comm, 1 Audiovisual • Unable to implement 2 Services off to civ conversions, 2 Comm enl to civ conversions and 13 Comm enl addbacks

  10. Programming Action #3 • Implement PBD 712 – Mil to Civ Conversion • 3A0s, 3S0s, 2S0s each receive 220 mil to civ replacements • AFSPC Impact: 25 mil to civ conversions • 24 Info Management, 1 Supply Able to implement all

Programming Action #4 • Add additional enlisted end strength • The Air Staff allocated 1,589 in FY05 growing to 2,013 in FY06 to MAJCOMs • AFSPC Impact: 141 in FY05 growing to 176 in FY06 • Must implement by specific AFSC • Must place the resource at the lowest executable level • IGCA code must support military essentiality • Fund unfunded positions first Originally unable to implement 7 Intel adds

Implementation Results • What we received from your staffs: • Received all inputs – thanks • Readjusted Weather impact: -17 fair shared across AFSCs • Could not implement: • 2 SV off to civ conversions • 2 Grnd Radar mil/civ conversions and 13 enl addbacks Plan to realign this funding into other AFSPC stressed areas

Future Actions on End Strength • OSD expected to get another 10K mil-civ “conversions” during FY06 • Air Force’s share TBD • AFSPC first in line for SF conversions • May have to implement all identified HCTF conversions • Will provide additional guidance when we receive it • Do not expect AF military end strength to increase!
