  3. Enabling Conditions needed at National level Sharing of responsibility to each unit (Pedagogy, Gender, IED, MIS, Civil, P&M etc.) by MHRD Time frame fixed by MHRD for state to prepare WSDP Quarterly appraisal by MHRD.

Enabling Conditions needed at State / District / Block level • Separate structure for WSDP at State / District / Block level from within existing structure. • Identify core group at each level • Nominate WSDP coordinator at each level • Involvement of all units (Pedagogy, Gender, IED, MIS, Civil, P&M etc.) • Preparation of State / District specific broad guide line. • Separate fund for management cost at State / District level . • Provision of separate activity for WSDP in AWP & B to transform existing school in WSDP. • Implementation through SMC
