Process • Master Plan completed in 2009 and adopted by Council in 2010. Updated a plan completed in 1994. • Included Data collection, Plan Analysis, Plan Development and Implementation Strategies. • Master Plan Working Committee consisted of staff from Parks & Rec., Planning and Public Relations, 2 Parks Board members, Council liaison and 3 residents and park users. • Key stakeholder interviews were held. • School Dist., Athletic Org., Senior Citizens, Parks Board and Council • Public Input received • Community wide survey • 2 public input sessions
Key Areas Evaluated • Parks and Facility inventory and comparison to standards and needs identified in survey and public forums. • Recommendations made for short, medium and long term improvements. • Improvements to existing parks • Improvements by new facilities and parks • Operations of Parks Div. & Recreation Div.

Westhoff Skate Park • Design funded in 2011 including parking • Construction Budgeted in 2012 • $350,000/skate park, $32,700/parking • Lowest Bid Received: $530,970 • Shortage: $148,300 • Parking lot 5% over engineers estimate, however budgeted amount low due to staff miscalculation. • Skate park 5% over estimate, however final estimate received after budget submitted and did not include entry plaza and shades (10%). • City additions added in (7%); early completion incentive, soil testing and additional remediation
Options • Highly anticipated project with a lot of public input into the design. • 3 public forums with 20 – 25 participants, 2-3 Parks and Recreation Board members and 1-2 Council members at each meeting. • Option: Hold off on playground safety surface and drainage issue in Civic Park until Civic Hall project is determined. Utilize funds to complete skate park.
