  2. Process • Master Plan completed in 2009 and adopted by Council in 2010. Updated a plan completed in 1994. • Included Data collection, Plan Analysis, Plan Development and Implementation Strategies. • Master Plan Working Committee consisted of staff from Parks & Rec., Planning and Public Relations, 2 Parks Board members, Council liaison and 3 residents and park users. • Key stakeholder interviews were held. • School Dist., Athletic Org., Senior Citizens, Parks Board and Council • Public Input received • Community wide survey • 2 public input sessions

Key Areas Evaluated • Parks and Facility inventory and comparison to standards and needs identified in survey and public forums. • Recommendations made for short, medium and long term improvements. • Improvements to existing parks • Improvements by new facilities and parks • Operations of Parks Div. & Recreation Div.

Overall Needs Identified • Parks and Facilities • Additional parkland and sports complex • Improvements to existing parks and facilities • Playgrounds, restrooms, pavilions and trails • Athletic fields, tennis courts, skate park • Development of trail system including Walkable /Bikeable Plan and park connectivity • Northside Recreation Center Details of this plan is on the Parks and Recreation website.

Overall Needs Identified • Recreation • More opportunities for fitness and wellness • Northside Recreation Center and amenities in parks to provide active recreation • More youth sports and learn to swim programs • Limited due to majority of facilities are at maximum capacity. • More adult enrichment programs • OAOA and OASIS • Develop Outdoor and Nature programs • O’Day Park

  6. Projects Completed • Capital projects and 5 year CIP is discussed and reviewed with the Parks and Recreation Board on an annual basis before presented for budget. • 2009 • Civic Park Bandstand Restrooms & Path $81,515 • Ozzie Playground Safety Surface $36,300 • Concession Improvements $34,000

Projects Completed • 2010/2011 • Dames Park Scoreboards $15,805 • Fort Zumwalt Pavilion and nature trails $19,500 • Knaust playground safety surface & storm drain repair $64,698 • Sports concession/restroom & maintenance building $595,762 • Brendan’s Playground, restroom, parking and entrance. $1,343,460

  9. 2013 – 2017 CIP • Annual review with Parks Board • Projects - reschedule until Civic Hall funded • Ozzie 3 plex plaza, RR & concession ($492,126) • ACAC aqua feature ($619,630) • Playground safety surfaces ($378,729) • Knaust restrooms ($99,000) • Fort Zumwalt pavilion, playground & maintenance building ($950,000) • Fort Zumwalt Lake Whetsel imp ($950,000)

Westhoff Skate Park • Design funded in 2011 including parking • Construction Budgeted in 2012 • $350,000/skate park, $32,700/parking • Lowest Bid Received: $530,970 • Shortage: $148,300 • Parking lot 5% over engineers estimate, however budgeted amount low due to staff miscalculation. • Skate park 5% over estimate, however final estimate received after budget submitted and did not include entry plaza and shades (10%). • City additions added in (7%); early completion incentive, soil testing and additional remediation

  11. Options • Highly anticipated project with a lot of public input into the design. • 3 public forums with 20 – 25 participants, 2-3 Parks and Recreation Board members and 1-2 Council members at each meeting. • Option: Hold off on playground safety surface and drainage issue in Civic Park until Civic Hall project is determined. Utilize funds to complete skate park.
