Introduction • In 2005, Yemen (located in the Middle East) signed Paris Declaration and committed to its principles. • Since then, Aid Harmonization & Alignment Unit (AHA) based in the Ministry of Planning & International Cooperation (MoPIC) was established in which it is responsible for Aid Effectiveness Agenda & Paris Declaration Principles. • In Nov. 2006, the Government of Yemen invited all key donors to participate in the Consultative Group Meeting (CG Meeting) which was held in London that scaled up the external aid funds. www.yemencg.org • AHA Unit is recently responsible for the management system of DAD Yemen, in cooperation with the developing partners in order to make it operational.

Status of using IT in Aid management • In 2005, IT department in MoPIC established national system called External Assistance System (EAS) • EAS was not used due to: • It was not user-friendly • Difficult to be accessible via internet • Donors did not support it by information • Did not cover the necessary reports

Status of IT in Aid Management (continued) AHA unit made 2 proposals for Aid management systems: • Establishing large system which contained the following outputs: • All information about the projects implemented in Yemen whether financed internally or externally to avoid duplication. • help to identify the projects needed by Yemen. • Buying the DAD System

Purpose of DAD • In March 2009, Yemen signed the contract with Synergy to establish the DAD system to achieve the following outcomes: • Improve the efficiency, effectiveness, transparency and accountability • Improve policy and decision making • Improve framework for sustainable financing of development management • Promote increased transparency • Demonstrate ODA funded projects and all its financial matters.

DAD Yemen Challenges • Difficulties facing AHA Unit to find accurate & complete data from donors • Shortage of Electricity & weak infrastructure within MoPICthe repeated cutting off of electricity effects on using the system by the users and administration and the weak infrastructure within the ministry delays the progress of implementation • Limited internet bandwidthDAD uses an internet-based technology to upload and disseminate data. Unstable internet connections and insufficient bandwidth are key challenges facing DAD Yemen users. • Stakeholder’s internal reports dose not accord with DAD’s reportthe need to verify data before publication with all stakeholders and the need to ensure that all focal points fully understand the process of finalizing data.

Maintaining Sustainability & Future Steps done Allocated fund and designated a staff dedicated to manage the system done Involved leadership & decision making from the very beginning of the process to be done Provide training of technical staff & users to be done Publication of the ODA Report at the end of the year 2009
