About North Country Council • Regional Planning Commission (1973) and Economic Development District (1975) • Planning Region is: • All of Coos County, and part of Grafton and Carol Counties. • 3418 square Miles. • 51 communities and 25 unincorporated places. • Population of 83,826 (2000 census). • Economic Development District is: • All of Coos County, all of Grafton County and part of Carol County. • 67 communities and 25 unincorporated place

Regional Planning Commission Tasks and Responsibilities Transportation: • Facilitate input and views of local officials into statewide planning process • Technical assistance to local governments • Develop regional priorities for Statewide Transportation Improvement Program (STIP) • Develop regional long-range plans • Coordinate transportation plans with local land use and economic development plans • Studies of corridors, traffic counts, pedestrian and bike assets, safety, byways and freight

Regional Planning Commission Tasks and Responsibilities (cont) • Develop and Maintain the Regional Transportation Plan • Develop and Maintain the Comprehensive Economic Development Strategy (CEDS – EDA) • Develop and Maintain the “Regional Plan” for the region • Develop and Maintain the Housing Needs Assessment for the region • Energy Planning • Environmental Planning • Hazardous Mitigation Planning

  5. State Long Range Plan • The Plan articulates a future Vision for the State in which transportation will play an active role to: • Preserve our unique character and quality of life • Enhance environmental quality • Promote sustainable economic development and land use.

  6. State Long Range Plan (cont) Integrate Planning and Investment Decision-making across all Transportation Modes, Facilities and Services. This involves developing new systems-level planning and analysis capabilities including; • corridor planning • asset management • multimodal planning • Performance measurement Planning and investments are primarily done now on a mode-by-mode basis.

  7. Partnerships • “Establish collaborative partnerships with local governments, regional land state agencies, and the private sector to meet transportation needs through open and transparent planning and decision-making processes.” What does this mean?
