What & Why? All provisions of a DOE M&O contract should undergo a systematic review to: Identify all Procurement-related requirements, and Identify if and how those requirements apply and are implemented. LBNL’s Prime Contract Crosswalk was developed to document this systematic review.
How Is It Set Up? • The Crosswalk is an Excel document consisting of these worksheets: • Prime Contract Clauses • Clause I.114, Contractor Purchasing System • (DEAR 970.5244-1) • DEAR 970.44 • Prime Contract Appendices • Appendix G, Purchasing System • Appendix I, DOE Directives • Appendix I, ESH Standards
Each worksheet identifies: • The number(s) and title of the Provision • Whether or not it is procurement-related • If it is a clause, whether: • it is procurement-related • flowdown to subcontractors is required • The implementing procurement document(s) used at LBNL • Comments describing the requirement and its application
Important Feature • The listings provide for expansion to track all of the individual elements of a provision that is multi-faceted. • Example: “Contractor Purchasing System” Clause is identified in the Contract Clauses crosswalk, but its various paragraphs are addressed in a separate crosswalk.
The Crosswalk was initially used to identify and address gaps in implementing the prime contract procurement-related requirements. Now it is used to ensure new or revised procurement-related requirements due to prime contract modifications are properly identified, implemented, and tracked. How Is It Used?
