  3. Step 2 – City Interview • Meet with Engineering Director to discuss scope of project if filing Type II application • Engineering Director will prepare fee schedule and review timeline of events with applicant • Ongoing maintenance and insurance costs of stormwater system discussed

Step 3 - The Applicant: • Prepares application for Land Disturbance Permit using instructions on form and brochure • Procure performance bonds • Stormwater $3,000 an acre if permanent stormwater management facilities are needed • Other bonds may be required by zoning dependent on project scope • Prepare to pay land disturbance fee while filing application • Prepare $125 check made out to DHEC for NPDES permit

Step 4 – Permittee Submits Application • Submit application and fee schedule to Engineering Director • Engineering Director will collect: • filing fee for Land Disturbance Permit • performance bonds • $125 check for DHEC NPDES permit • Stamps appropriate date on form indicating receipt • Prepares receipt for applicant indicating date and amount of funds received.

  7. Step 5 – Town Review • Engineering Director will complete review • Approved Type I applications will require town stamp and signature of plan reviewer. • If Type II plan is approved then N.O.I., $125 DHEC check and letter of approval from City will be forwarded to DHEC for review and NPDES permitting. • If redesign is necessary, plans will be returned, and time table begins again after resubmission

Step 6 – SCDHEC Review-Approval • If SCDHEC chooses it may: • Approve plan on basis of information submitted • Request submission of the entire permit application plus an additional $100 per acre fee, up to a maximum $2,000, SCDHEC will notify applicant if the department chooses to review the application. • If disapproved by DHEC recommendations will be returned to permittee and process begins again • Once approved DHEC will: • Issue notice to contractor and Town of Fort Mill of coverage under NPDES permit • Town of Fort Mill issues Land Disturbance permit and stamps plans as approved.

  9. Step 7 – Application for Specialty Contractor Permit • Once preventive Storm water Management and Sediment Controls are in place, the permittee shall have controls inspected, and as built plans drawn up and certified as being constructed as shown on approved land disturbance plan. • A final inspection will be conducted by the storm water manager. If approved… • A letter will be sent to the contractor granting permission to apply for a Specialty Contractor Permit. • Permittee may then apply for “A Specialty Contractor Permit” to begin construction.

  10. Step 8 – First Construction Meeting • Permittee explains SWPPP to all contractors • Contractors sign co-permittee agreement or sign as being present and understanding SWPPP requirements • Permittee completes first and subsequent inspections using qualified CEPSCI – Certified Erosion Prevention & Sediment Control Inspector

  11. Step 9 – Complete Project • Upon completion of project and achieving 70% stabilization of property applicant files Notice of Termination (NOT) with Town of Fort Mill and disturbance permit is terminated.
