Foundation date and rationale for the establishment • The General Secretariat For Research And Technology (G.S.R.T.) was founded in 1985. • G.S.R.T. is the central Department for the administration of the Greek R&D system: • Supports through its policies & programmes, the research activities of the country's scientific research institutes and its productive industry, focussing on areas that are important for the national economy and for the improvement of the quality of life. • Promotes the transfer and dissemination of advanced technologies throughout the country's productive sector, thus ensuring early utilisation of the results of research activity. • Contributes to the reinforcement of country’s research manpower.
Foundation date and rationale for the establishment • Represents Greecein relevant institutions of the European Union, thus bringing the country's research and technology activities into line with the requirements of the international community. • Promotes international cooperation with other countries and international organisations on research and technology issues. • Establishes new institutes and technological centres in support of sectors of high priority for the development of the Greek economy. • Supervises the 21 of the country's best-known research and technological centresand underwrites their fixed costs and provides support. • Supports the dissemination of research and technology information throughout the country and internationally by means of advanced ΙΤ systems and networks.
Mission of GSRT The policy of GSRT is focused in the following general objectives: 1. Increasing the demand for new knowledge and research results in Greece 2. Reorganization of the research system and provision of knowledge in Greece 3. "Opening-up" the Greek research system further to the international cooperation 4. Development and Technological infrastructures 5. Thematic / Sector priorities for a policy on Science and Technology 6. Increase of Gross Domestic Expenditure on Research and Development in relation to GDP to 1,5% in 2010.
Staff About 150 well qualified employees (33 have postgraduate degrees and 54 university degrees) representing all educational levels and specialties) along with external collaborators, the members of the National Advisory Council for Research and Technology and other experts from Greece and abroad.
Structureof GSRT • Structure: GSRT is divided into eight Directorates: • Planning and Programming • Support of Research Programmes (PAVET) • Technological Development • Supervision of Research Centres • International Scientific and Technological Cooperation • Technical Services • Informatics and Organization • Administration • and two autonomous departments: • Structural Programmes Management & • Publications, Conferences and Exhibitions
The main challenges and trends in R&D and innovation policy since the year 2000 • The strategic objective of Greece’s economy is to converge with other European countries in terms of competitiveness. • Greece’s economy needs to reinforce its productive capabilities and base its competitiveness on three pillars: • innovation/technological upgrading • business initiative • employment The desirable competitiveness is one based mainly on the qualitative dimension of the productive system.
Programmes/initiatives exclusively or at least primarily designed to stimulate R&D and innovation activities Greece’s research and technology policy is mainly expressed through the Operational Programmes “Competitiveness” (EPAn) and “Information society” (EPKtP), and a series of institutional interventions looking to support various actions and more efficient operation and management of R&T organizations. The 6th Framework Programme for Research, Technological Development and Demonstration, of the European Union and the initiatives for the creation of a European Research Area have also influenced the national priorities and policies. Synergy and complementarity are guaranteed by the Regional Operational Programmes of the 13 regions in Greece.
