  1. NATIONAL POLICY The Manufacturing Economic program

  2. After July 1st, 1867, the four colonies of British North America became the Dominion of Canada. However, the United States of America were the main power of North America as they produced and exported most product and had many trading partners. Canada needed an economic program.

  3. What exactly is an Economic Program?

  4. An Economic Program is: • A program or plan set up by a form of government (in this case the federal government) that has a positive effect on the economy • Usually opens up new opportunities and imposes some kind of tax or tariff • Mostly focuses on jobs, industries, and manufacturers

  5. FORMATION • Sir John A. MacDonald’s first term came to an end in 1873 • His minority government introduced the program in 1876 • After he won the election in 1878, he put his plan into action in 1879 • Americans had a similar economic program called the American System

  6. What did the national policy call for?

THE PLAN • There were only a few factories at the time the National Policy was put into action • The National Policy called for high tariffs on imported manufacturing items to protect the manufacturing industry • These tariffs were imposed because there was no income tax and this protectionist policy would allow Canada to freely compete in the International market • The policy also raised prices on agricultural equipment and made grain farmers compete in the International grain market which did not settle well with the West

  8. The National Policy was Produced by the minority government of 1876; the Conservative Government. This was opposed by the Liberal Government which wanted free Trade.

Dismantling • Though a free-trade agreement was what the Liberal Government wanted, a free-trade experiment had already been tried (The Reciprocity Act) and was not favored by many in Canada • However, the Liberal Government slowly started to dismantle the National Policy under William Lyon Mackenzie King and Louis St. Laurent • The Americans had also lowered their tariffs • In 1988, the National Policy was diminished and the Canadian-American Free Trade Agreement was signed under Brian Mulroney • The irony is that the National Policy was created by the Conservative Government and also dismantled for good by the Conservative Government

  10. PROS • Improved the early Canadian economy • Created trading partners for Canada • Attracted many immigrants • Was a protectionist program • Increased and Broadened the number of jobs in the Manufacturing industry • Brought some manufacturers to Canada

  11. CONS • Made farmers in the West pay extra for agricultural equipment • No free-trade with America and other countries • High tariffs • Started uprisings in the West (e.g. The New National Policy) • Lowered efficiency and ability to compete in the International Market
