Enhanced Farmland Preservation Program Since the BOC adopted the Enhanced Farmland Preservation Ordinance in April of 2006, Polk County to date has approximately 7,000 acres enrolled in the VAD and EVAD. More than 1/3 of the county’s total farm acres and farmers are now participating in the programs.
Farmland Preservation Board and County BOC Working Together Because of the success the Farmland Preservation Board has been achieving and the positive working relationship with BOC, the BOC granted funding to the Farmland Preservation Board to begin the process of developing a Countywide Farmland Protection Plan in the fall of 2006.
Countywide Farmland Protection Plan HB607 encourages counties to develop a Countywide Farmland Protection Plan. State grant funds require less matching money for those counties with approved Countywide Protection Plans. Polk County hired John Bonham with Carolina Mountain Conservancy to begin working on this plan in February of 2007. The first draft was presented to the Board at the October 2007 meeting. The 2nd draft will be presented in the November 2007 meeting and the goal is to present the final draft to the BOC in December.

Dream Come True? The Farmland Preservation Board is currently in the process of working on a commitment from the BOC to commit 100% of funds from a transfer tax to Farmland Preservation to go toward purchasing development rights.
