  3. Charge from City Council The general purpose of the committee is to advise the City Council on the City's utility rates, assumptions and programs, and related utility matters as directed by the City Council

  4. URAC Functions a) To recommend adjustments to the City's utility rates after careful review of the facts and key information pertaining to the City's utility systems and infrastructure as required in the rate setting process. b) To consider costs associated with providing utility service(s) that include, but are not limited to: operations and maintenance, repair and replacement, large capital projects, debt service payments and reserve requirements, enterprise utility fund reserves, customer demand forecasts and assumptions, demand side management programs, financing options, utility billing issues, customer notification, and regulatory compliance. c) To consider both short and long term factors and consequences when recommending annual and/or multi-year adjustments to the City's utility rates. d) To advise Council concerning the positive and negative impacts of one year versus multi-year utility rates and to recommend rate policies to the Council. e) To consider the utility rates and rate structures of other communities as appropriate to provide sound recommendations to the Council.

  5. Role of the Chair/Vice Chair • A. THE CHAIRPERSON of the committee shall call the meetings to order at the appointed time, shall appoint all sub-committees, subject to the approval of the committee, shall have all the powers and duties of the presiding officer as described in "Rosenberg's Rules of Order: Simple Parliamentary Procedures for the 21st Century," and shall perform such other duties as may from time to time be prescribed by the committee. • B. THE VICE CHAIRPERSON of the committee shall have all the powers and perform all the duties of the Chairperson in the case of absence or inability of the Chairperson to act. The Vice Chairperson shall perform such other duties as may from time to time be prescribed by the committee or the Chairperson.

  6. Staff’s role • To provide information pertaining to the City's utility systems and infrastructure as required in the rate setting process necessary for URAC deliberation of issues • To make recommendations for URAC consideration • To advise the URAC concerning the positive and negative impacts of rate policies • To record the URAC’s actions and recommendations to City Council • To consider the utility rates and rate structures being recommended to the Council and render a professional opinion of the recommendation

  7. Record Keeping Agendas • Drafted by Staff, approved by the Chair • Must be published/posted 72 hours prior to meeting • Per Ralph M. Brown Act, only items on the published agenda to be discussed • Items for discussion to be placed on Long-Range Agenda Minutes • Action Minutes – A general discussion of the topic and recordation of any approved action copies of presentation materials • Minutes to be approved at subsequent regular meetings although there is no set rule regarding when they must be approved • Electronic recordings are not available All records will be kept on the city’s website: http://city-council.cityofdavis.org/on-going-committees/utility-rate-advisory-committee

Process for getting information Staff will provide materials for discussion Staff will engage consultants to provide professional information for URAC consideration Individual URAC members can request specific information from staff to aid deliberation Individual URAC members may have specific expertise that they can provide Individual URAC members should not rely on undisclosed information to render decisions

  9. Engaging public comment • Public may provide written correspondence to the URAC regarding the subject of consideration • If said correspondence is furnished to staff, staff will make every effort to distribute information to URAC members prior to the meeting • Public may provide oral comments at URAC meetings • Public is generally limited to 3 minutes discussion on any one topic under consideration by the URAC • The public may not engage in dialogue with either URAC members or staff • If a formal presentation to the URAC is requested in advance, the formal presentation may be added to the agenda, subject to the approval of the chair, and the presenter may be limited to 5 minutes before questions from the URAC
