  2. NASA Grievance System • What is it? • A process for dealing with employment-disputes/treating employees reasonably and fairly • Identifying • Preventing • Resolving • Who is Included? • Almost all employees that are not covered under GESTA, AFGE, WAMTC negotiated agreement 10/10

  3. What is Covered? • Any matter of employee concern/dissatisfaction • Personal relief possible • Matter subject to NASA management control • May include any matter in which an employee alleges that coercion, reprisal, or retaliation occurred against him/her for using the grievance procedure 10/10

  4. What is Not Covered (In General)? • Content of established NASA policy and regulation • Negotiated grievance procedure matter • A matter that can be appealed through another forum or a preliminary notice of that matter • Non-selection for promotion • A recruitment or relocation bonus or retention allowance 10/10

  5. What is Not Covered (Related to Performance)? • Substance of performance standards and elements and/or statement of work objectives • Awards • An action terminating • a probationary employee • an employee serving a trial period • returning a supervisor or manager to a nonsupervisory/non-managerial position, for failure to successfully complete the probationary period 10/10

Description of the NASA Grievance Process • Step 1 • Informal • Typically with immediate supervisor • Employee notifies supervisor orally or in writing • Employee presents information • Right to Representation • Supervisor works toward resolution • Makes decision to grant or deny requests made 10/10
