LADWP Energy Efficiency • Mission Statement • Implement cost-effective energy efficiency and demand-side management programs that provide the maximum environmental and financial benefits to our ratepayers and the residents of Los Angeles
LADWP Energy Efficiency Basic philosophy: • When possible, offer incentives to help offset the cost of implementing energy-efficient measures • Baseline is Title 24 • If your project saves energy, more than likely there is an incentive available
2008-2009 Non-residential Programs • Commercial Lighting Efficiency Offer (CLEO) Program • Chiller Efficiency Program (CEP) • Refrigeration Program • Custom Performance Program (CPP) • New Construction Program • Small Business Direct Install Program (SBDI)
Commercial Lighting Efficiency Offer (CLEO) 2008-2009 • Pre-approval is Required • Only Non-Residential customers qualify • Daytime and evening lighting qualifies • Indoor and outdoor lighting qualifies (photo cells must control outdoor lighting)
CLEO 2008-2009 ProgramsBasic Components • T8 fluorescent lamps • High Performance ballasts and lamps ( 4-foot 25-32 watt lamps) • Ceramic Metal Halide fixtures • Occupancy sensors • High-Efficiency exit signs • High-bay fluorescent fixtures • Compact fluorescent lamps
Chiller Efficiency Program 2008-2009 • Up to $193 per ton (up to 100% of incremental cost) • Biggest rebates for water-cooled chillers • Air-Cooled, Water-Cooled, and Non-ARI-Standard Centrifugal Chillers can qualify • Incentives based on Tons and Efficiency (must exceed 2005 Title 24 IPLV kW/ton requirements to qualify)
Refrigeration 2008-2009 Each measure must achieve a minimum of 20% energy savings. Measures covered include: • Commercial ice machines • Reach-in refrigerators and freezers • Night covers and strip curtains • Display cases • Anti-sweat controls and insulation
Custom Efficiency Program 2008-2009 Offers incentives energy efficiency measures that are not covered by the menu programs: • Pays $0.08 - $0.24 per kWh, depending on energy savings and other factors • Must exceed Title 24 standards • No incentive limit
New Construction Program 2008-2009 Offers the following approaches: • Sustainable and Comprehensive Design Incentive (Performance) • Prescriptive Design Incentive (Menu)
New Construction Program 2008-2009: Performance Approach • Performance approach can be accomplished through LEED Certification • Rebates based on LEED Energy Points • Must have at least 1 LEED Water Point • Must have Enhanced Commissioning
Performance Approach (continued) • Benefits include improvements in: • Sustainability • Water conservation • Improved emissions • Reduction in Greenhouse Gases
New Construction 2008-2009: Menu Approach • Pays incentives when only individual measures are done • No incentive limit • Must exceed Title 24 requirements • Pays for: • Lighting • Motors • Chillers • Refrigerators and freezers
Small Business Direct Install Program (SBDI) • Only for small businesses (Rate A-1) • Free lighting assessment • Free lighting upgrades up to $2500 • Free installation • See attached flyer for more details
