Opportunities • Increased awareness of the Ugandainfo and need for indicators and their metadata among active data User groups including; Policy Makers, Civil Society, Government and media. • Established inter and intra-institutional coordination and collaboration among agencies particularly those under the NSDS framework and the UN Agencies. • Existence of NSDS coordination structures and institutional arrangements for strengthening MDA statistical Systems. Opportunities • Capacity built to implement statistical data and Metadata eXchange (SDMX), SDMX mapping by the project targeted Statisticians and IT specialists within the NSO and other selected Agencies. This was a good blend as sustainability model. Eg. Ministry of Works and Transport has adopted it. • There is potential support and funding opportunities from donors like EU, UNICEF, DFID etc. for the strengthening quality of statistics. • Increased understanding and capacity to define Key Performance Indicators, and reduced discrepancies in the original National Metadata Dictionary and between data sources. Challenges • Checking for discrepancies in the database with numerous development indicators is laborious eg. MDG, EAC, & NDP. • Multiple data sources on related indicators have presented inconsistencies which have constrained their usage. • Data requests are still a burden especially from those who are not aware of the Ugandainfo. • Underdeveloped systems and processes for administrative data generation in some MDAs. • Resistance from silos departments in Ministries limits harmonisation of data especially the multi-donor funded sectors eg. Outcomes • Justified the need to revitalise the statistics cadre to enhance coordination of the NSS and timely production of indicators. • Metadata training enhanced the quality and wider use of the original national metadata dictionary. • Core list of indicators constituted the initial priority indicators to be assessed and audited for quality. • There is increased pressure for information from the MDG reporting Institutions (UNDP and Ministry of Finance) from the Uganda Bureau of Statistics ¤ Plot 9 Colville Street, Kampala Uganda ¤ Website: www.ubos.org Tel: +256(0)-41-4706000 ¤ E-mail: ubos@ubos.org
Lessons Learnt • Cooperation and collaboration amongst the MDAs increases ownership. • All development indicators (international & national should evolve along the SDMX metadata exchange. • Engagement of the leadership in MDAs is necessary for designating the primary indicator. • Regular capacity building involving IT and Statisticians should go hand in hand for continuity. • Metadata trainings should target key data Users • Development of a shared core list of indicators is vital for maintenance of harmonised data structure and metadata. • Monitoring usage of platform is necessary. Plans for remaining Period • Finalising cleaning of the database to reduce duplication and errors. • Profiling Data Sources for core list of Indicators • Update data and metadata for key priority indicators. • Produce updated national metadata dictionary (handbook) • Subscribe for local hosting of the Ugandainfo for the next 3 years. • Reengineer advocacy of the Ugandainfo.
