  3. What is a TIO Program • Testing Inspection and Observation Program ARTICLE 4 CONSTRUCTION 7-135. Time of beginning construction. (a) Construction shall not commence until the health facility has applied for and obtained from the Office: 3. Written approval of the testing, inspection and observation program.

  4. http://www.oshpd.ca.gov/FDD/Plan_Review/TIO.html#TIO • for OSHPD 1 projects • (OSHPD 1 projects include all construction and remodel projects for general acute-care hospitals and acute psychiatric hospitals. OSHPD 1 projects also include construction and remodel of skilled nursing facilities and/or intermediate care facilities except those of single-story, Type V, wood or light steel-frame construction.) 11 pages • for OSHPD 2 projects • OSHPD 2 projects are limited to construction and remodel projects for skilled nursing facilities and/or intermediate care facilities of single-story, Type V, wood or light steel-frame construction. 9 pages • "Short" form (OSHPD 1 & 2) 3 pages

  5. What are the different parts of TIO? • Part B – Tests • Part C – Inspections

  6. 7-141 (e) The testing program shall identify materials and tests to be performed on the project. The firm(s) and/or individual(s) to perform each of the required tests shall also be identified. Part B Tests – Firms or Individuals Part C Inspections - Individuals

  7. 7-149 (b) The governing board or authority of a health facility shall select a qualified person or testing laboratory as the testing agency to conduct the tests. • The selected person or testing laboratory must be approved by the architect or engineer in responsible charge. The governing board or authority shall pay for all tests.

  8. 7-141 (e) The testing program shall include, at a minimum, those tests required by applicable sections of the California Building Standards Code. • 7-141 (e) The firm(s) and/or individual(s) to perform each of the required tests shall also be identified.

  9. Part C – Inspections • 7-141 (f) The special inspections shall include, at a minimum, those special inspections required by applicable sections of the California Building Standards Code.

  10. 7-141 (f) If a project has more than one inspector of record, the distribution of responsibilities for the work shall be clearly identified for each inspector of record. • CSI Specification sections • TIO Program line items, which IOR is responsible to monitor this work • Any additional information on locations

  11. 7-141 (f) The inspection program shall also identify all special inspections to be performed on the project and the individual(s) to perform the inspections. Special Inspectors required to be listed on the TIO for Line Item, area worked, any additional information.

  12. 7-141 (c) The term "personal knowledge," as applied to the inspector, means the actual personal knowledge that is obtained from the inspector's personal continuous inspection of the work of construction, in all stages of its progress at the site where the inspector is responsible for inspection. • Where work is carried out away from the site, personal knowledge is obtained from the reporting of others on the testing or inspection of materials and workmanship…

  13. Special Inspectors are not required, but may be used if the IOR cannot cover the work • Cannot impede the IOR’s other duties. • If the IOR is certified/qualified to perform special inspections and approved by the design professional and Office, they can perform these

  14. Part D Observations – Milestones • Part D Observations - Intervals

  15. 7-141 (g) The observation program shall identify each professional that must, through personal knowledge as defined in Section 7-151, verify that the work is in compliance with the approved construction documents.

  16. 7-141 (b) All architects and engineers to whom responsibility has been delegated for preparation of construction documents as listed on the application shall observe the work of construction for their portion of the project. Managing the TIO is part of this duty.

  17. 7-141 (c) The architect or engineer in responsible charge or having delegated responsibility may name one or more persons to act as alternate(s) for observation of the work of construction provided such persons are architects or engineers qualified under these regulations to assume the responsibility assigned. Observation – Part D on the TIO Program Does NOT mean they can edit the TIO Program

  18. Office Approval

  19. FAQ #1 Question: If I have only a few things on the TIO program then I do not need the IOR to inspect the work which is not specifically on the TIO. Answer: Incorrect, 7-144. Inspection. (a) The hospital governing board or authority shall provide for competent, adequate and continuous inspection by one or more inspectors satisfactory to the architect or structural engineer or both, in responsible charge of the work, or the engineer in responsible charge of the work and the Office. 7-145. Continuous inspection of the work. (a) The general duties of the inspector shall be as follows: 1. The inspector shall have personal knowledge, obtained by continuous inspection of all parts of the work of construction in all stages of its progress to ensure that the work is in accordance with the approved construction documents.

  20. FAQ #2 Question: I am being asked to do a specific test or inspection and it is not on the TIO, do I have to do it? Answer: Yes, if it is a code minimum and the design professional says so…. 7-141. Administration of construction. (e) The testing program shall include, at a minimum, those tests required by applicable sections of the California Building Standards Code. (f) The special inspections shall include, at a minimum, those special inspections required by applicable sections of the California Building Standards Code.

  21. Who creates and approves the TIO • The responsible design professional • Usually an Architect who is on the permit • Responsible design professional builds the TIO Program from their other professionals (MEP, Structural, etc…) • The Office • OSHPD Plan Approval • Architect • Structural • Mechanical • Electrical • Fire and Life Safety

  22. Office Approval

  23. 7-141. Administration of construction. The administration of the work of construction shall be under the responsible charge of an architect or structural engineer. Where neither structural nor architectural elements are substantially involved, a mechanical or electrical engineer registered in the branch of engineering most applicable to the project may be in responsible charge of the administration of the work of construction.

  24. How does the TIO affect the project • If the following items are not on the TIO program at the time of bidding, then the contractor/TC may not be aware of specific requirements • Minimum code required Tests • Minimum code required Inspections • Project specific Milestones • Project Specific Intervals

  25. What does the OSHPD Field Staff do to the TIO • Review and approve any comments • Review and approve the IOR Matrix • Review and approve special inspectors • Review the documents and give final “sign off” of Part B, C and D items.

  26. Is there another approval by the Office for the TIO? • Yes, OSHPD Field Acceptance • Review any and all comments on the TIO Program • Items which are required to be followed up in the field • All TBD on the Part B & C are completed or at least have one person or companies name in place.

  27. FAQ • Question: My OSHPD field staff is telling me I have to do specific tests or inspections which are not part of my TIO and they are telling me to add it. • Answer: The office approves the initial TIO program, it is a “living document”. Any edits (approve or remove) must go through the appropriate design professional who is on the permit who will determine if it is or is not required. OSHPD field staff must document their desire to do so, the designer will deem if it is or is not necessary.

  28. What does the Responsible Design Professional do to the TIO • All edits to the TIO • Updating Part B & C TBD items to an individual or firm • Interview and approve all special inspectors, prior to OSHPD field staff doing their interview and approval • Maintains and manages the TIO program

  29. 7-149. Tests(a) Pursuant to Section 7-141, the architect or engineer in responsible charge shall establish and administer the testing program. • Where job conditions warrant, the architect or engineer may waive certain specified tests contingent upon the approval of the Office.

  30. What do the IOR(s) do the the TIO • Maintains all of the documents for Part B • All test reports are held as evidence of conformance • Maintains all of the documents for Part C • All inspection reports are held as evidence of conformance for that TIO Inspection Item • Reports to the design professional, works under their direction • Design professional interprets and directs the IOR on their intentions. • Reports any issues to the FDD personnel • If there are questions and concerns the IOR has between designers direction. Then the IOR has no further involvement, what the designer and FDD decide that is it.

  31. What do the Special Inspectors do to the TIO • Provide documentation as evidence of conformance, or not. • Do not need to give a verified compliance report for Part B or C items, their daily reports suffice. • All deficiencies are required to be tracked and corrected, so you should know if the work is in conformance. • Report to the IOR, provides personal knowledge to the IOR.

  32. What do the Contractor(s) need to know on the TIO • Needs to know what is open at all times • Needs to know what tests are required • Needs to know what inspections are required • Needs to know who is approved to inspect what special inspections • Needs to know who is the IOR approved (on multi IOR projects) is for specific work (usually determined by CSI Spec Section).

  33. What do the TC’s need to know about the TIO • Who is the IOR who is responsible to perform the work on their specific CSI spec section • Need to know who the IOR is for their TIO Part B & C line item.

  34. Verified Compliance Reports • Not required for Part B or Part C • May have to submit one if OSHPD FDD specifically asks for one for one part. • 7-151. Verified compliance reports. (a) In accordance with Section 7-151 (e), or when required by the Office, the architect(s), engineers(s), inspector(s) of record, special inspector(s) and contractor or owner/builder shall each submit to the Office a verified compliance report,

  35. What is one thing that will help the contractors when reviewing a TIO…. Aside from knowing this information. • Have their own codes (CBC’s) and specifications (NFPA, ASTM, etc…) which are required (as listed in the CBC version which the project is permitted) for the work.
