The Napoleonic Wars • What do you remember about the war between Napoleonic France and the rest of Europe? • This war causes American economy to boom. Why? • France conquers most of Europe, but not England. Why? • Economic Warfare (England vs. France) • 1806 Berlin Decree: France established the “Continental System” which prevented England from trading with mainland Europe. Why did France do this? • 1807 Orders in Council: England blockades Europe and prohibits neutral countries (e.g., U.S.) from carrying shipments of goods FROM an enemy country. Why was England able to do this?
Impressment • Impressment: forcible draft or taking of goods • British law permitted subjects of the crown to be drafted into Royal Navy during times of war • Law permitted Royal Navy to stop the ships of neutral countries and FORCIBLY DRAFT any British subject on board • British start doing this to American sailors! Why? • 1807, British ship Leopard fired upon U.S. ship Chesapeake after its captain refused to have 4 of his sailors to be impressed • American trade is certainly hurt, but what else was hurt? • How did Jefferson react? The Embargo Act of 1807 • Jefferson felt country was not ready for war • Instead, he pushes Congress to pass the Embargo Act of 1807 • PROHIBITED U.S. FROM EXPORTING GOODS; U.S. COULD ONLY IMPORT GOODS! • Why do you think Jefferson pushed for the Act? • What effect did the Act have on the U.S. economy?
Effects of the Embargo Act • Most Americans hated the Embargo Act (see political cartoon on the wiki page) • Learning Goal Connection: How do you think the Embargo Act affected Jefferson’s approval rating as president? • Why did Federalists in New England especially hate the Embargo Act of 1807? • How do you think these Federalists felt about Jefferson?
