Issues and Decisions • Issue: Implementation of the WMO Gender Mainstreaming Policy • Decisions required: on further actions and resources for the implementation of the Policy • Adopt Resolution 11.8/1 (Cg-XVI)
Background • Cg-XV supported SG appeal to Governments and NMHSs to improve gender mainstreaming through Equal opportunities for men and women in • Recruitment, retention and promotion • Delivery of weather, climate and water services
Background • Cg-XV approved WMO Policy on Gender Mainstreaming • Reiterated desire to establish “EC Advisory Panel of Experts on Gender Mainstreaming • Urged Members to second qualified experts to the Secretariat
Actions since Cg-XV • EC-LIX established Advisory Panel of Experts on Gender Mainstreaming (Chair: Dr L. Makuleni, South Africa) • South Africa seconded expert to Secretariat (May-November 2009) • Report of seconded expert: • Governance: Women still under-represented across governing structure within WMO
Report of seconded expert (continued) • Enhanced Service Delivery: • provision of environmental services sensitive to women’s and men’s needs • Education and Training: • Improvement in the number of fellows but continued participation of trained fellows and transfer of knowledge to other women • Effective monitoring and evaluation
EC Advisory Panel of Experts • First Panel meeting: 2010 • Recommendations include: • participation of more men • more active participation of Regions
Current Situation: Focal Points and Employment • Focal Points on Gender: • 7 Technical Commissions • 1 Regional Association • 37 Members • Secretariat: • Women in professional category; 28 to 32% • Women in director and higher level; 20 to 26% • Inclusion of gender in WMO Strategic Plan
Moving forward • More work needs to be done related to policy, employment, service delivery, education and training • Constituent bodies to appoint focal points to help with achieving goals of gender mainstreaming • Members invited to support implementation of the Policy: • Second experts to the Secretariat • Voluntary contributions • EC to oversee and advise on implementation activities
