Much has changed in East Tennessee and in China in the intervening 25 years – and some things are the same in both places.

Veterinary Medicine in China There are at least three strata in the veterinary medical academic system (e.g., institutions, colleges, and departments) in PRC. Many of these academic units will be combinations of veterinary medicine and animal technology / science faculties.
Veterinary Medicine in China The first and highest stratum consists of four universities with colleges of veterinary medicine under the direct administration of the Chinese Department (Ministry) of Education. They are located as follows: • China Agricultural University (CAU), Beijing • Nanjing Agricultural University, Nanjing, Jiangsu Province • Huazhong Agricultural University, Wuhan City, Hubei Province • South China Agricultural University, Guangzhou City, Guangdong Province
Veterinary Medicine in China • In addition to these lead colleges, there are veterinary institutions / colleges / departments under the administration of provincial governments. • Lastly, there are veterinary institutions / colleges / departments under the administration of city governments.
China Agriculture University (CAU) College of Veterinary Medicine (CVM) • Established in 1984 Beijing Agricultural University which was founded in 1949. • Four departments: • Basic Veterinary Medicine • Preventive Veterinary Medicine • Clinical Medicine • Continuing Education
CAU - CVM • The college is also the home for the following institutions: • Veterinary Teaching Hospital (100-130 patients daily 7 days a week) • National Animal Transmissible Spongiform Encephalopathy (TSE) Laboratory • National Center of Veterinary Drug Safety Evaluation • Editorial Office of the Chinese Journal of Veterinary Medicine
Veterinary Medicine’s Contributions to Human Health • Zoonoses prevention and control • Food protection • Environmental hazards • Emergency and disaster services
1. Zoonoses Prevention and Control • Over 150 diseases are zoonotic and more are emerging each year. • People and animals live close together. • Early detection and control of these diseases in animals also reduces risks to people.
2. Food Protection • Food borne diseases continue to be a significant public health problem. • Changing technology and methods of food production have given new pathogens opportunities. • The safety of food starts at the farm where potential pathogens must be detected and controlled.
3. Environmental Hazard Prevention and Control • Environmental factors are increasingly being recognized as serious threats to human and animal health. • Environmental contaminants have been linked to: • Cancers of humans and animals • Heart disease in humans • Allergies and asthma
3. Environmental Hazard Prevention and Control • Animals may serve as early warning sentinels of potential human health problems. • Polychlorinated biphenyls (PCBs) • Polybrominated biphenyls (PBBs) • Polycyclic aromatic hydrocarbons (PAHs)
4. Emergency - disaster services • In times of natural or technological emergencies and disasters, all medical professionals are needed. • Such emergencies and disasters are inevitable for all societies. • Such events can be geographically limited or widespread.

What’s the next step? • UTCVM-CAUCVM Partnership is continuing with an invitation to submit a proposal for a veterinary public health short course in the spring. • Governor Bredesen’s Initiative and the trade mission to China in October

Promote rural health protection (insurance) • Management financing in rural areas is a great need (a sustained insurance plan – e.g., farmers pay a fee and actually get services) • 17,000 major hospitals • Village doctor would recommend a person go to a county hospital but must pay for service first and are discharged early because of inability to pay. • 300 million farmers. Number one need is to develop health care in the agricultural sector.
