Break-out session III: Global and Local Stakeholder Consultation Processes [Module 3.3] Main issues discussed: Global and Local stakeholder consultation • Current guidance on local stakeholder consultation not adequate • Current CDM rules for SC validation are vague and do not provide guidance • Guidelines needed for DOEs to assess whether local SC is “adequate” • Example of DNA national approval process /enhanced involvement in consultation • Currently problems are encountered with Global SC process • Recommendations for Improvements to the Global SC process • Need for Grievance mechanism for affected stakeholders

Break-out session III: Global and Local Stakeholder Consultation Processes [Module 3.3] Action points / Recommendations: There is a welcome general consensus among stakeholder groups to improve current regulatory framework. • Develop clear rules on how to conduct local stakeholder consultations; Potential to align with national regulations, via appropriate means in local language to relevant groups, reconsider timing of consultation (e.g., design phase, follow up - however conflict of interest and additional costs should be considered) • Establish clear guidelines to enable DOEs to effectively assess/validate local stakeholder consultations • Enhance guidelines for global stakeholder consultations/comments; provide notice of projects hosted to allow timely consideration, guidance for DOEs on treatment of non-project specific/non substantiated comments • Establish a grievance mechanism for affected stakeholders

Break-out session III: Global and Local Stakeholder Consultation Processes [Module 3.3] Next Steps and the way forward… • Concept note to be developed on local stakeholder consultation and global stakeholder consultation, based on the call for inputs and interim discussions • CDM Roundtable for further consultation (May 2012 ) • Recommendation to the Board (foreseen….. July 2012) • Revised regulatory documents (Project Standard, Validation and Verification Standard)………( foreseen….Sept 2012)
