Purpose of REACH India: To attract out-of-school children or children at the risk of dropping out and retain in educational programs that will lead to formal schooling.

Who are our end beneficiaries: • Vulnerable children aged up to 14 years, especially the girl child
REACH India Program Objectives • Provide out of school vulnerable children with quality elementary education. • Strengthen NGOs and formal school capacity to support, improve education systems for vulnerable children, especially girls. • Strengthen capacity of education systems at various levels capable of responding to the needs of vulnerable children, especially girls
To achieve these objectives, REACH India will promote: • scaling up of programs that attract and prepare out-of-school children for entry into the formal school system • NGO efforts towards systemic reforms which will provide support to formal education system to target, enroll and retain vulnerable children in schools • NGOS efforts in networking with NGOs/local government for wider outreach • efforts of larger NGOs to build capacity of smaller NGOS • action research in order to inform your own practice/interventions and findings of which is to be disseminated widely
Geographical coverage of REACH India programme Y1 Y3 Reach India will focus on Urban regions: Delhi, Mumbai and Kolkata Rural regions: Jharkhand, Chattisgarh and Northern Karnataka Programme duration :up to August 31, 2007
REACH India Capacity Building Support Grants Direct Service Delivery Grants 8 -12 Small NGOs (sub-grantees)
Direct Service Delivery Grants REACH India will provide funds and technical assistance to the NGOs for direct service delivery.
Capacity Building Support Grants Enable the grantee NGOs to • mentor • support • transfer knowledge to grass roots, small NGOs in order to improve programs to address the needs of out-of school children Grantee NGOs will help sub-grantees to: • Build capacity through TA • Provide subgrants for service delivery
Capacity Building Support Grants Identify the small, nascent NGOs through grant application process that : • are registered and preferably working in education for past three years • have an FCRA • have consistency of program to REACH India objectives • have governance structure, linkages with the communities
Capacity Building Support Grants • Develop a framework for capacity building with small NGOS in areas such as – organizational development, grant management and program performance • Develop service delivery grants program for small NGOs • Develop work plans • Provide sub grants to small NGOS
Sub Grants • Sub Grants to be provided after the small NGOs’ capacity has been built in the desired area/s to the satisfaction of the mentor NGOs, based on objective and verifiable criteria. • Sub grants will be provided for an average duration of 2 years.
Process of Grant Application First phase :Pre-grant application • Compilation of NGO addresses • Soliciting NGO pre-grant applications • Screening of NGOs for second phase based on the listed criteria
Process of Grant Application • Second Phase : • Releasing the grant application • Submission of grant applications by NGOs • Screening by REACH India team • Review by grant selection committee • Review by USAID • Award of grants
