International Conference on Traffic Safety Kazan, Russia May 14th – 16th 2008 “Traffic safety development trends in EU countries and their reflection in the EU norms & regulations in the area of traffic control devices” Peter Pape European Technical Manager Traffic Safety Systems Division
The Plan “Halfing the number of road accident victims in the EU by 2010“ European Union Road Safety Action Programme • Trans European Network • Black Spot Eradication • Harmonize Signs • Road Safety Auditing • Tunnel Safety • Rail Road Crossing Safety People Infra structure Transportation
Signing Regulations Traffic Sign Requirements (CIE No. 74) • Conspicuity (Attract Attention) • Legibility (at all conditions & relevant distances) • Comprehensibility (Ease of understanding) • Credibility (Driver to act upon sign)
Signing Regulations Comprehensible ? Credible ?

Signing Regulations Material Definition • EN 12899-1 (Class 1 & 2) • CUAP (Class 3) • National (e.g. DIN, UNI, UNE) Positioning matrix • national responsibility • according to sign type • according to surround • according to road type
Vertical Signing: Europe • EN 12899-1 (published by CEN in 2007) • Mandatory standard for traffic signs • All traffic signs must have CE-marking (after transitional period) • Retroreflectivity only for class 1 and 2 (EG and HI) • Durability 3 years accelerated natural weathering (expected minimum durability 7 years)
Vertical Signing: Europe • EN 12899-1 (published by CEN in 2007) • Higher Grades (Prismatic) must have ‘European Technical Approval’ (ETA) • ETA includes performance classes for fluorescent sheetings • EN 12899-1 will be amended with prismatic performance classes • National memberstates will use the classes according to their intended use (positioning matrix)

Black Spots in Hungary Main Road # 83 – Near Hw M1 (Györ) • Upgrade to bigger signs with fluorescent yellow Diamond Grade™ sheeting & better wet reflective pavement marking • Effect : • Less speeding above 80 km/h • Yellow marking caused 4 – 6 km/h speed reduction • # irregular manoeuvers unchanged but less critical

Motivation > Compliance Driver Feedback Sign DFS • Self – Control • ‚Social Control‘ • Education
DFS Case Studies in The Netherlands • Test Installation of Driver Feedback Sign at Heesch • March 27th – July 13th 03 (2 weeks test period / covered) • Reduce speed of cars entering the village (from 80 km/h) • Install DFS at 100 m before real 50 km/h zone
Speed Effect of DFS Average speed/day in km/h DFS visible
Case Studies in Germany – DFS 700 • 19.538 Vehicles were detected • 9.678 Vehicles were speeding Higher Percentage of speeding vehiclesslowing down after device recognition covered mode radar mode
