3. Phytosanitary Requirements for special markets JAPAN Citrus types allowed Sweet oranges, lemons, grapefruit and clementines. Lemons and clementines excluded from Swaziland Critical quarantine pests Mediterranean fruit fly False Codling moth Citrus blackspot Scale insects Markings on Cartons PUC, PHC (Registered with DOA), Date code, variety, size/count and produce of South Africa S.A.P.Q. and “Japan” in Japanese characters must be printed Treatment to be stipulated.

4. Phytosanitary Requirements for special markets Consignment size No restriction on consignment size per count per variety (same counts not to be split per truck load). Exceptional cases – 5 PUC’s for lemons and 3 PUC’s for other varieties per count per variety Rejection Principals A PUC will be suspended by commodity for the rest of the season if 3 separate consignments are rejected for CBS within a window of ten deliveries (Formal strike system) When non-homogenous consignments (more than one PUC/consignment) are rejected for CBS, the strike will only be recorded against the applicable PUC, although the fruit from all the other PUCs will be rejected. A PUC will be suspended if a live fruit fly larva is found. The period of the suspension will be dependant on the provision of required documents by the producer and an investigation by DoA

Japan Around the clock loading Work in accordance with the protocol Render service within official working hours Problems encountered Pressure to certify phytosanitary certificates as soon as possible Result unforced errors. Solution Reduce the number of phytosanitary certificates issued per vessel.

8. South Korea (continue) Rejection principles PUC rejected – non-compliance after orchard inspections. Consignments – rejected if quarantine pests are detected Previous season constraints Only ± 70 PUC’s exported Missing PUC’s on cartons Orchards not registered Dirty cartons Sample accompanying documents incomplete. Illegible IPPC marking on wood packaging. 2009 seasons approval of applications will be based on : First time applications for South Korea Results of past 3 seasons exports to South Korea.

9. Iran Soft citrus, Sweet oranges, Lemons and Grapefruit are allowed. Exporters to obtain permits from Iran. Critical quarantine pests Med Fruit fly, Natal fruit fly, FCM, CBS Marking on cartons PUC, PHC (registered with DOA), date code, variety, count, Produce of South Africa

10. Iran (continue) Consignment size – Minimum of 10 pallets per consignment 9 pallets homogenous and 1 pallet maybe mixed – max. of 3 PUC’s Rejection principles Consignments – rejected if quarantine pests are detected For CBS – Formal strike system Shipments may only be done through designated ports of entry.

11. CHINA Mandarins, Sweet oranges, Lemons and grapefruit are allowed Only containers are allowed through the following 8 ports only: Dalian, Tianjin, Beijing, Shanghai, Qingdao, Nanjing, Guanzhou and Shenzen Critical quarantine pests: Medfly, Natal fruit fly, FCM, Carob Moth, Fuller’s Rose beetle, Oleander mealybug PUC’s, PHC, Orchards, Inspection points – annual registration and approval by DOA. List will be forwarded to AQSIQ .

12. CHINA (continue) Marking on cartons – PUC and PHC as registered with DOA. Orchard number or name as registered with DOA. Date Code, variety, count, Produce of South Africa Storage facility – code as registered with DOA and China as follows FPT-D (FPT – Durban) MFT-D (Mayden Wharf Fruit Terminal Durban) FPT-P (FPT Port Elizabeth) FPT-C (FPT Cape Town) A sticker displaying Chinese characters and in English - for the People’s Republic of China

16. European Union (EU) PUC must be registered with DoA Consignments must be free from CBS, Medfly and Natal fruit fly. PPECB to conduct pack house inspections. For all re-inspections - DoA to be notified. For Spain – DoA to conduct phyto inspections for FCM at the port. Documentation required for phytosanitary certification: Application for a phyto PPECB export certificate Addendum Mates Receipts Phyto is issued on strength of QA certificates. Constraints – previous season Notification of interceptions – CBS ( 78 interceptions ) - FCM ( 2 interceptions) Solution Effective application of PPECB CBS procedures. Effective application of CBS strike system.

17. REQUIREMENTS FOR ALL SPECIAL MARKETS Production units, packhouses and orchards – annual registration and approval with DoA. Documentation accompanying consignments to phytosanitary inspection points ( to the port ) Original sample accompanying documents Original intake documents ( consignment notes ) One consignment note per sample accompanying document.Multiple consignment notes on one sample accompanying document is not allowed. The PPECB intransit cold treatment certificate - addendum to Phytosanitary Certificate.

18. REQUIREMENTS FOR ALL MARKETS A phytosanitary inspection must be conducted by DoA for countries requesting additional declarations apart from PPECB inspections For example: Taiwan, Reunion, Seychelles, Mauritius, India An Import Permit must be presented to DoA with inspection request for countries requesting Import Permits before DoA can conduct inspections. Sampling procedures (homogenous consignment) A 2% sample will be randomly drawn per pallet/per consignment at the phytosanitary inspection point.

19. Requirements for all markets (continue) All sample accompanying documents and consignment notes must be stamped and endorsed by the PPECB inspector at the Pack House and must be fully completed. No consignment notes are allowed to be issued and stamped by PPECB at the phytosanitary inspection points if the inspection was done at the pack house Phytosanitary certificates must be presented to the DoA for certification within 5 working days after the vessel has sailed.( Japan breakbulk – phyto’s to accompany consignment ) Phytosanitary certificates will be issued per exporter and not per PUC.

20. Requirements for all markets continued For CBS sensitive markets PPECB QA certificate to support applications Addendum to correlate to consignment and provide for traceability The CBS strike system will apply for all CBS sensitive markets. All PC’s cancelled must be forwarded immediately to DoA for record purposes. No phytosanitary certificates to be re-issued.

21. Requirements for all markets (continue) Pallet in the pack house Sticker with target market code “NI” (Not inspected) must be affixed on one side of each pallet for special markets ISPM 15 (Guidelines for regulating wood packaging in international trade): Mark must be legible and permanent Rejections will apply when: ISPM 15 mark on pallets – not legible and permanent Incomplete consignment and sampling accompany documents Missing/incorrect PUC’s on cartons – no traceability

23. DoA WORKING HOURS PHYTOSANITARY INSPECTIONS NORMAL HOURS WEEKDAYS : 08:00 – 16:00 OVERTIME WEEKDAYS: 16:00 – 20:00 WEEKENDS: 08:00 – 18:00 A OVERTIME REQUEST FORM MUST BE FULLY COMPLETED AND SUBMITTED TO DoA BEFORE OVERTIME CAN BE PERFORMED. OVERTIME REQUESTS MUST BE JUSTIFIED.

24. TARIFFS FOR 2009 PHYTOSANITARY CERTIFICATES: R120.00 PHYTOS ISSUED OUTSIDE OFFICIAL HOURS (incl. SATURDAYS : R 180 PHYTOS ISSUED ON SUNDAYS AND PUBLIC HOLIDAYS: R 240.00 PHYTOSANITARY INSPECTIONS DURING OFFICIAL WORKING HOURS :R 120:00 WEEKDAYS FROM 16:00 – 20:00 R 180.00/ HALF HOUR SATURDAYS 06:00 – 20:00 : R 180.00/ HALF HOUR SUNDAYS AND PUBLIC HOLIDAYS : R 240.OO/ HALF HOUR
