Why it was developed – the ESS Today’s European Statistical System is a hive of activity Collecting data at the ‘European Statistics Code European level of Practice’ Harmonising statistics new ‘Regulation on Statistics’ – driving Working together - modernisation Networking together
Why it was developed – sharing good practice • The ESS network provides an excellent opportunity to share good national practice, eg on topics like • CPD strategies; • learning & development activities. • And the ESS-Learning and Development (ESS-LDF) Task Force has been doing just that!
Why it was developed – the ESS-LDF • TheESS-LDF Task Force has developed, the: Training Programme ESS Learning & Development Portal Tool for measuring the Impact of learning • ‘Learning and Development Framework for the ESS’ • It will help people to: • identify core ESS competences; • identify learning activities to fill gaps; • learn together; • share good practice; • open-up communication channels. ‘Core’ competence Profile Study visits to Eurostat E-learning products Mentoring process To be implemented in 2011
Why it was developed – setting standards • underpins the ESS-LDF; • core ‘statistical’ K/S/A important for ESS work; • designed to complement national competences – not duplicate; • a common reference point at two levels; • piloted in five countries. ESS Competence Profile

What’s included? - Level 1 – ‘Knowledge’ EU communication tools eg CIRCA, Eur-lex Technologies, tools and standards for collection & transmission EU history & interests & tasks and modes of operation its institutions Modernisation agenda Code of Practice & peer review process Methodologies & tools for analysis Eurostat’s Mission & operational structures & activities Level 1 Knowledge (with at least 2 year’s experience) Legislation including harmonisation EU committees and working groups ESS Quality reporting TQM/EFQM frameworks Legislation including harmonisation Classifications and Nomenclatures Administrative procedures applicable in EC
What’s included? - Level 2 – ‘Knowledge’ Impact of statistical modernisation on the ESS Peculiarities of country partners to improve relationship building ESS norms, regulations & laws relating to contracts etc Level 2 Knowledge (with at least 4 years Experience) ESS admin rules and procedures (budget, reporting etc) EU policies that support the ESS and how applied Relationships between ESS & third parties
What’s included? – ‘Skills’ levels 1 and 2 Applies tools & standards for the European statistical production cycle Implements the European Classification systems Coordinates the National participation in ESS meetings, EU policies & institutions Responsibly defends/ expresses the national opinion at EU forums, balancing with the EU vision Skills Level 1 and Level 2 Effectively transmits expertise into a developing environment, to promote European standards Uses the appropriate tools and methods for European Analysis Applies methodologies related to harmonisation & comparability of data Uses the European dissemination methods & elaborates dissemination strategies Presents quality Information to users in the statistical framework
What’s included? – Attitudes and Behaviours Integrate and build effective relationships Reflect an attitude of empathy when communicating with those working in a non-native language Proactively support international activities An appreciation for other cultures Attitudes and Behaviours Promote & strengthen the ESS without compromising national integrity Influence the development of key European strategies Responsibly comply with EU rules & regulations
How it can be used? Compare with job descriptions with ESS content Gauge an organisation’s capability with regard to core Knowledge, Skills and Attitudes Prepare for a promotion board interview How it can be used Identify & develop core ESS competences in advance, for a future role Include in a job advertisement with ESS content Identify learning activities to support a person’s development
The next steps Second pilot to test practicalities of working with ESSCP (during September 2010) – France, Germany, Italy, The Netherlands, Poland, Romania, and The UK taking part Report back to ESTP working group Aim to launch in 2011 Thank you! 15
