Football Oversight Committee UpdateReview of Seasons of Competition Model • NCAA Proposal No. 2017-17 (ATHLETICS ELIGIBILITY -- SEASONS OF COMPETITION -- CRITERIA FOR DETERMINING SEASON OF COMPETITION -- UP TO FOUR CONTESTS -- FOOTBALL). • Adopted in June 2018. • Permits a student-athlete to compete in up to four contests in a season without using a season of competition. • Football Oversight Committee monitoring proposal's impact. • Survey planned for Summer 2019.

  11. New LegislationNCAA Proposal No. 2018-32 Old Rule New Rule • FCS was permitted 11 football coaches of any type. • FCS did not permit use of a volunteer coach. • FCS is permitted two additional coaches. • Must serve as either a graduate assistant or volunteer coach. • Effective immediately.

New LegislationNCAA Proposal No. 2018-42 Old Rule New Rule • An individual remains a prospective student-athlete until he or she: • Officially enrolls full time and attends classes during regular academic year; • Participates in regular practice or competition; • Attends classes during summer term prior to initial full-time enrollment; or • Reports to an institutional orientation session that is open to all incoming students within 14 calendar days prior to start of regular academic term. • Adds participation in required summer athletics activities. • Effective immediately.

  14. New LegislationNCAA Proposal No. 2018-42 Rationale. • Allows everyone participating in summer access to receive the same benefits. • Does not affect transfer triggers. • Simplifies application of what constitutes current student-athlete status at the certifying institution.

New LegislationNCAA Proposal No. 2018-43 Old Rule New Rule • No in-person contact, on or off campus, with prospective student-athlete who is not a qualifier in the first year of enrollment at a two-year institution. • During first year of enrollment, permits in-person contact at two-year institution with prospective student-athlete who is not a qualifier. • Does not change the prohibition on official visits for a nonqualifier or academic redshirt during first year of enrollment at a two-year college. • Effective immediately.

New LegislationNCAA Proposal No. 2018-46 Current Rule NCAA Proposal No. 2018-46 • During spring evaluation period (April 15 through May 31), institution may use 168 evaluation days at its discretion. • During the spring evaluation period (April 15 through May 31), institution shall designate four seven-day periods during which 168 evaluation days may be used. • Referred to the Football Oversight Committee.

  19. New LegislationNCAA Proposal No. 2018-49 Current Rule NCAA Proposal No. 2018-49 • Student host may be: • Current SA in any sport; or • Student designated per institutional policy for providing campus visits and tours. • Limits student hosts to current SAs in PSA’s sport. • Tabled.

New LegislationNCAA Proposal No. 2018-55 Old Rule New Rule • In sports other than basketball, a coach may be involved with a local sports club. • Prohibits football coaches and sport-specific staff from being involved with a local sports club. • Effective Immediately: A contract signed before 6/13/18 may be reviewed on a case-by-case basis.

  23. New LegislationNCAA Proposal No. 2018-59 Old Rule New Rule • In basketball and football, an educational session must be included at institutional camps/clinics. • Eliminates requirement for educational session. • Effective immediately.

New LegislationNCAA Proposal No. 2018-59 Rationale. • Provides consistency for camps in all sports and allows educational sessions to be conducted at the institution's discretion. • Information on the required topics is now made readily available to prospective student-athletes through various other forms.

New LegislationNCAA Proposal No. 2018-61 Old Rule New Rule FBS: • Dead Period: Monday through Thursday of regular NLI signing period for NLI. • Dead Period: Monday before last Wednesday in June through July 24. • NCAA Football Championship Subdivision (FCS): Dead Period: Monday through Thursday of week of regular signing period for NLI. FBS: • Extends February Dead Period: Monday of regular NLI signing period through last day of February. • Effective Immediately. • No change to the June/July dead period. • NCAA Football Championship Subdivision (FCS): No changes.

New LegislationNCAA Proposal No. 2018-62 Old Rule NCAA Proposal 2018-62 • Winter dead period extends through start of classes of second term for some institutions. • For those intending to enroll midyear. • Adds a quiet period seven days prior to first day of classes for second term for institutions whose classes for second term begin before the contact period. • Effective August 1, 2019.

New LegislationNCAA Proposal No. 2018-98 Old Rule NCAA Proposal 2018-98 • In football, an institution may provide a prospective student-athlete an expense-paid visit beginning April 1 of the junior year through the Sunday before the last Wednesday in June. • Opening day of classes for the senior year is the next opportunity to provide an official visit. • August is a dead period. • September 1 of the senior year is the next opportunity to provide an official visit. • Exception allows official visits 48-hours before/after an institution's home football contest that occurs on the institution's campus or in a facility normally used for its home contests. • Effective August 1, 2019.

New LegislationNCAA Proposal No. 2018-98 Rationale. • The August dead period was not intended to preclude an institution from participating in on-campus recruiting activities in conjunction with a home football contest. • Provides appropriate opportunities to conduct official visits in conjunction with an institution's home football contest in August.

New LegislationNCAA Proposal No. 2018-106 Current Rule NCAA Proposal 2018-106 • Postgraduate transfer's athletic aid only counts during year(s) he or she retains eligibility. • Athletics aid of a postgraduate transfer with one season of eligibility counts for two years. • If student-athlete completes degree requirements prior to start of second academic year, aid only counts for one year. • Defeated.

New LegislationNCAA Proposal No. 2019-11 OLD Rule New rule • In baseball, basketball, football and men's ice hockey, a graduate student, a graduate student cannot use the one-time transfer exception if: • He or she graduates from an institution that does not offer athletics aid (e.g., Ivy League, military academy); or • He or she never received athletics aid as an undergraduate. • In baseball, basketball, football and men's ice hockey, a graduate student can use the one-time transfer exception if: • He or she graduates from an institution that does not offer athletics aid (e.g., Ivy League, military academy); or • He or she never received athletics aid as an undergraduate. • Does not change the nonrenewal of athletics aid requirement that currently applies to a student-athlete who received athletics aid as an undergraduate student. • Effective immediately.
