  3. Information vs. Intelligence • Information is raw data in disparate form that has not been analyzed for underlying meaning • Intelligence is the result of analysis of disparate pieces of information to develop an end user product for decision makers “Tomorrow is zero hour”

  4. The Result of Analysis • What are all of the feasible scenarios? • What is the most likely scenario? • What is the most dangerous scenario?

  5. The argument for Sharing • Instigates greater gathering efforts • Allows for greater preparation and pertinent training • Creates a more hostile operational environment for terrorists

  6. Arguments Against Sharing • Leaks can tip off suspects • Teaches terrorists to alter tactics • May heighten public anxiety or numb public to threat • Safeguards for civil rights

  7. Striking A Balance • Limit dissemination where required to protect investigative efforts • Sanitize information when possible • Provide usable information that increases preparedness without overload

  8. What Information is Needed? Any information regarding any event, observance, statement, or activity that when observed, arouses the reasonable suspicions of the observer that efforts may be underway to commit, further, support, or finance terrorist activity.

  9. What Sharing Groups are There? • Joint Terrorism Task Force (JTTF) (FBI) • State and Regional Fusion Centers • Interagency Intelligence Analysis Centers • Terrorism Threat Assessment Centers • Terrorism Early Warning Groups

  10. Terrorism Early Warning Groups • Not all TEWG’s are built the same • Scaleable and adaptable in scope and function • Provides for the leveraging of resources and relationships • Allow for multi-agency, multi-jurisdiction, multi-discipline information sharing and preparation activities

  11. Alameda County, Contra Costa County, City of Oakland • Financed by a Super UASI grant • Three primary areas of focus • Information gathering, analysis, and dissemination • Critical Infrastructure protection and preparedness • Training

  12. Participation (Part Time/TLO) • Point of contact between parent agency and organization • Dissemination of bulletins and information • Training regarding terrorism • Attend periodic meetings

  13. Participation (Full Time/Duty Officer) • Contact between sharing organization and multiple health agencies • Intelligence gathering and open source monitoring • Occurrence trending • Training for outside agencies/entities • Vulnerability assessments for local infrastructure • Preoperational planning

  14. It’s All About Relationships • Being able to talk to someone you trust • Being involved in pre-incident planning • Knowing the other responders in the area • Being familiar with the infrastructure and resources in your area

  15. The Upshot • Information sharing is vital to counter-terrorism efforts • Your expertise and assistance is valuable • Various fusion centers exist for participation • Level of participation can vary widely Please get involved because in the end…all terrorism is local!
