  2. Agenda Purpose AND SCOPE: This lecture and guided discussion (1.0 hour) introduces students to the relationship between JSPS and the Global Force Management (GFM) process. Global Force Management (GFM) GFM – What is it? • GFM aligns force assignment, apportionment, and allocation methodologies • Globally assesses force sourcing risk solutions and addresses mitigation options • Enables global sourcing with best force sourcing options, regardless of command or Service to which the force is assigned Enables SecDef to make proactive, informed force management decisions

Title 10 U.S.C.: Force Deployment Authorities • Assignment: The President, through the UCP documents his direction for assigning forces for Unified Commands (Title 10 U.S.C., Sections 161, 162, and 167) • Allocation: By the authority of the SecDef, forces assigned to a combatant command may be transferred or allocated to another combatant commander for employment…under procedures prescribed by the SecDef and approved by the President (Title 10 U.S.C., Section 162) • Apportionment: The CJCS is responsible for preparing strategic plans including projected resource levels…the CJCS apportions forces to combatant commands based on the SecDef’s contingency planning guidance (Title 10 U.S.C., Section 153) The three A’s of Global Force Management

Assigned Forces • The President, through the UCP, instructs SecDef to document his direction for assigning forces in the Forces for Unified Commands Memorandum (Forces For). • The Secretaries of the Military Departments shall assign forces under their jurisdiction to unified and specified CCMDs to perform missions assigned to those commands. Such assignment defines the combatant command (command authority) (CCMD) and shall be made as directed by SecDef, including the command to which forces are to be assigned. • Assignment is further explained in the biennial GFMIG. Included within Section 2 of the GFMIG are the annually updated Forces For tables. • During odd-numbered years, the Forces For is published separately and posted on the JS J-8 Web site.

Global Force Management Implementation Guidance • Global Force Management Implementation Guidance: • Tool used to integrate force assignment, apportionment, and allocation processes in support of the National Defense Strategy and Joint Force requirements • SecDefAssigns forces to CCDRs to meet UCP missions and responsibilities • SecDefAllocates forces to meet current operational requirements (GFMAP) • CJCS Apportions forces to CCDRs for planning IAW JSCP guidance • Timelines: • Document updated biennially. • “Forces For” Assignment and Apportionment tables updated annually. Allocated Forces • Allocation: By the authority of the SecDef, forces assigned to a combatant command may be transferred or allocated to another combatant commander for employment…under procedures prescribed by the SecDef and approved by the President (Title 10 U.S.C., Section 162) • Decisions by SecDef to allocate forces are published within the four annexes of the CJCS GFMAP. • The GFMAP directs the JFPs to publish a GFMAP Annex Schedule that serves as the DEPORD directing force providers to deploy forces at the specified dates. • The GFMAP also allows force providers some leeway in determining which unit will deploy and on the ordered LADs that the force provider must deploy to account for realities, such as TPFDD refinement, based on transportation analysis or minor operational adjustments by the CCDR, based on operational necessities.

Global Force Management Allocation Plan (annual) • This plan is a SECDEF-approved deployment order that authorizes the transfer and attachment of rotational forces to specified combatant commanders   • CDRUSAFRICOM, CDRUSCENTCOM, CDRUSEUCOM, CDRUSELEMNORAD, CDRUSNORTHCOM, CDRUSPACOM, CDRUSSOUTHCOM, CDRUSSTRATCOM, AND CDRUSTRANSCOM require rotational forces to support prioritized requirements and accomplish Unified Command Plan (UCP) and SECDEF -assigned missions.   • The military services, CDRUSSOCOM, and CDRUSTRANSCOM as the designated Joint Force Providers (JFPS), and CDRUSSTRATCOM as the Joint Functional Manager for ISR, will identify available forces to deploy in support of (ISO) CCDR requirements.   • ANNEXES  • ANNEX A.  CONVENTIONAL FORCES (USA, USN, USMC, USAF). • ANNEX B.  SPECIAL OPERATIONS FORCES (OPS AND TRNG) (USSOCOM). • ANNEX C.  MOBILITY FORCES (USTRANSCOM). • ANNEX D.  JTF-JMD INDIVIDUAL AUGMENTEE FORCES (JOINT STAFF). Apportioned Forces • “The CJCS shall be responsible for preparing strategic plans, including plans which conform with resource levels projected by SecDef to be available for the period of time for which the plans are to be effective.” Title 10, USC, Section 153 • Apportionment is the distribution of forces and capabilities as a starting point for planning. • Apportioned forces are types of combat and related support forces provided to CCDRs as a starting point for planning purposes only. Forces apportioned for planning purposes may not be those allocated for execution. • The apportionment tables are contained in Chapter 4 of the GFMIG.
