Geographical coverage • Each Councillor Ward divided into 8-12 LACGs • Each LACG representing 5000-10,000 citizens • Approximate 2000 LACGs to cover entire Mumbai

Information Flows • Complaint Management System to be online • All information i.e. complaints, suggestions, minutes, Action Taken Reports to be accessible online at various levels including publicly, as appropriate
Who can form an LACG? • Interested citizens’ / citizen groups • Owners / occupiers of residential, institutional or commercial premises • Existing ALMs, Resident Associations, CBOs, other associations, etc.
Steps to form an LACG • Form a group of citizens • Decide area to be represented (full or part) • Collect application format and map from Ward Offices • Submit the filled applications to Ward Officers before 31st May 2006
Role of Citizens • Monitor and resolve civic issues in partnership with MCGM • Provide suggestions and regular feedback about the system • Act as agents of MCGM to implement various schemes in their area
Role of LACG Committee • To act as representatives of citizens in their area • To disseminate information and serve as a link between MCGM and citizens • To attend meetings at Councillor Ward level and above, as required
Role of MCGM • Appoint Chief Nodal Officer & 227 Nodal Officers • Policy formulation, planning and implementation at the Apex level • Modify internal procedures and systems to support the LACG Partnership • Establish online system for information flow Contd…
Role of MCGM contd. • Provide financial support as mentioned in the Charter • Facilitate LACG meetings at various levels • Formulate Agency Agreements to involve LACGs • Review the performance at different levels
Role of Ward Officers • Appoint Nodal Officers • To provide the MCGM-LACG Charter, application formats and ward maps to citizens • Decide upon the venues for LACG meetings at Councillor Ward level • Attend the Ward level LACG meetings
Apex LACG Committee • MC, 4 Additional MCs, Chief Nodal Officer, 5 NGO Council representatives and 5 LACG representatives • Hold meetings every 2 months • Policy formulation, implementation, status review and resolution of unresolved complaints at overall level
Role of NGO Council • Part of the Apex LACG Committee • Nominees participate in various meetings across the system • Coordinating with MCGM to facilitate smooth functioning of LACG partnership
Role of Lead LACGs Drive the Movement (during familiarisation period, till end May) • Contact and discuss the concept with ALMs, Resident Associations, CBOs and other citizen groups in their area • Identify groups with right attitude and capability • Help and support these identified groups in forming LACGs • Organise meetings in their area to help citizens understand the LACG concept • Jointly work with Ward Officers to achieve the above objectives Contd…
