BACKGROUND According to the Article 69 of the Council Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999, the Member States and the Managing Authority for the operational programme shall provide information on and publicise operations and co-financed programmes. The information shall be addressed to European Union citizens and beneficiaries with the aim of highlighting the role of the Community and ensure that assistance from the Funds is transparent. • To fulfil the Article 69 of the Council Regulation (EC) No 1083/2006, Managing Authorities of the programmes co-financed by Structural Funds have to draw out a Communication Plan.

  3. Commission Communication Strategy The Communication plan should be drawn out keeping in mind the Commission communication strategy which aims in general at: • improving communication through the implementation of community actions more visible and close to citizens in order to increase the general consent on the future EU policies; • guaranteeing more transparency through more efficient, transparent and accessible European institutions, open to public control; • “closing the gap” between EU institutions and the citizens through the improvement of the dialogue and listening.

  4. Information and Publicity New rules According to the new rules on Information and Publicity about Structural Funds The Member State and the managing authority for the operational programme shall provide information on and publicise operations and co-financed programmes. The information shall be addressed to European Union citizens and beneficiaries with the aim of highlighting the role of the Community and ensure that assistance from the Funds is transparent. Visibility and Transparency In general, the communication plan must cope with: • increasing visibility of the programmes to the general public, raising awareness of Structural Funds and particularly of the role of the European Union together with the Member States; • ensuring transparency of programmes for actual and potential beneficiaries, also facilitating the effective participation of applicants in the programme.

  6. Annual Management Plan 2007 The Annual Management Plan 2007 of the Regional Policy Directorate-General defines efficient communication as an integral part of Cohesion Policy and centres it on the following mid-term priorities: • Contribute to transparent implementation and capacity-building for Cohesion Policy instruments; • Communicating Cohesion Policy as an instrument contributing to the modernisation of the Union’s economy and the strategy for growth and more and better jobs; • Highlight the quality of programmes and projects which are co-financed by European Regional Policy instruments through the identification and spread of good practice; • Begin a process of reflection on the future of Cohesion Policy as one of the Union’s principal policy instruments.

  7. SFIT WORKGROUP In view of highlighting the quality of programmes and projects which are co-financed by European Regional Policy instruments through the identification and spread of good practice, the existing informal network with Member States’ and regional communication officers, the Structural Funds Information Team (SFIT), has been transformed by DG Regional Policy into a broader network INFORM, based on article 10 of the Implementing Regulation. Established in 2002 after the seminar "Successful communication on Structural Funds: Working Together“, the Structural Funds Information Team (SFIT) – was an informal network of communication officers dealing with information and publicity on Structural Funds in the Member States in the programming period 2000-2006. It was formed by a certain number of regions which were invited by the Commission to produce a tool which could explain the various points in the regulation 1159/2000 on Information and Publicity and, at the same time, promote an exchange of experience and best practice on the subject. This co-operation resulted in the creation of a guide on successful communication. The network, comprising more than 90 members from 25 Member States, and Bulgaria and Romania before their accession, served as a platform for sharing best practice, animated by DG REGIO Information and Communication Unit.

  8. INFORM Network INFORM aims at bringing together communication officers responsible for promotion of the Structural Funds from all the Operational Programmes in 27 Member States. Its main objective will be to share experience and identify ways of improving the quality of communication activities, raise awareness of the benefits of Community interventions among the potential beneficiaries and general public and improve the visibility of EU funded projects as well as to link up with the existing national networks and to support the creation of new ones. The suggested priority themes are: Transparency. Integration of websites providing information on the Structural Funds and lists of beneficiaries. Cooperation between networks at regional/national/Community level and possibly the Commission Representations. Success stories. Highlighting the achievements of Cohesion Policy. Common media activities.

Some best practice of 2000-2006 Best practice in creating a web site of information about Structural Funds On the 30th of JUNE 2005, during the Structural Funds Information Team (SFIT) meeting organised by DG Regional Policy, the results of a study on the evaluation of web sites about Structural Funds made by SOGES were presented.
