Partnership for Advancing Student Success A Closer Look at the P.A.S.S. P-16 Council and ICAP
“Genuine education reform is not about shallow efforts that inevitably fade into oblivion. Rather, it is about vision, conversation, and action designed to create a genuine and evolving educational culture.”~Elliot W. Eisner, Professor of Education, Stanford University~ “Genuine education reform is not about shallow efforts that inevitably fade into oblivion. What is the P.A.S.S. P-16 Council? Members include K-12 districts, Community Colleges, and 4-year Colleges across 3 regions: East Valley West End Desert/Mountain
What are P.A.S.S. P-16 goals? IMMEDIATE Intermediate LONG-TERM Use credible research and data analysis to inform decision-making Equitable access to qualified faculty and staff Reduce drop-out rates Increase college-going rates A-G is default curriculum for all high school students Increase college completion rates
How does P.A.S.S. P-16 work? 3 Essential Groups with Complimentary Functions… Chief Executives/System Heads Set the destination… chart the course Curriculum/Instruction Personnel Cast the nets… reel in the fish Info Tech & Research Personnel Calibrate instruments… scrub the poop-deck
What is ‘intersegmental data-sharing’? K-12 CCC UC/CSU We share external reporting demands… similar data structures… and, generally, the same students… So why not share data?

What are the benefits of ‘data-sharing’? Data enable an objective means through which needs can be determined and progress can be impartially assessed Data are readily available to inform decision-making Data can be leveraged across member institutions to get a broader (but still local) picture of need and impact
What are the benefits of ‘data-sharing’? Data can be used to spur action… For example, study of math course-taking patterns across educational segments…
What are the benefits of ‘data-sharing’? QUESTION: Are high school and math learning outcomes aligned? Math Course-Taking Patterns
What are the benefits of ‘data-sharing’? 66.1% (80 of 121 students) in a college pre-algebra course should have been placed in a higher level math course, based on course-taking patterns alone… However, performance on placement tests was very poor… Arithmetic 17th NPR Elementary Algebra 21st NPR
What are the benefits of ‘data-sharing’? Furthermore, high school transcripts are not readily available for college counseling offices to evaluate. Even when they are available, it is not entirely clear what course descriptions really mean. Consider the use of “algebra” across educational segments…

What is the purpose of ICAP? Instructional improvement across segments Intersegmental Curriculum Alignment Project Aligning learning in fundamental content areas Professional Learning Community or Community of Practice
What is ICAP’s initial focus? Mathematics and Language Arts Intersegmental Curriculum Alignment Project Identify gaps in curriculum & instruction across segments Develop recommendations for addressing gaps
What is ICAP’s current status? Grants from NCCEP & The Irvine Foundation Intersegmental Curriculum Alignment Project Partnership with federal SLC grant recipient & Alliance for Education Faculty from K-12, CSUSB, UCR… need CCC faculty to bring learning outcomes to the table!
“Genuine education reform… is about vision, conversation, and action designed to create a genuine and evolving educational culture.”~Elliot W. Eisner, Professor of Education, Stanford University~ “An institution’s willingness to share its data — and, more importantly, a teacher’s willingness to open up his/her classroom—to collaborate with outsiders indicates a giant leap toward genuine education reform, and marks a passage into the more evolved educational culture envisioned by Eisner.” ~Virginia Rabor Moran, Hopeful Observer, Crafton Hills College~
