What is a Neighbourhood Plan? • Localism Act 2011 introduced new rights & powers to allow local communities to shape new development by preparing neighbourhood plans. • Prepared by parish councils on behalf of & with the local community. • Finished product would be a document setting out what the local community wants future development to look like.

  5. Local context • Leeds City Council needs to find land for about 70,000 new homes • Thorner NP will need to conform with Leeds ‘Core Strategy’ & national planning policy • Major development not expected in Thorner – not sustainable

  6. Why have a Neighbourhood Plan? • Opportunity for local community to shape future development • Will be legally binding on planning officers when considering planning applications – previous plans have been advisory only • Areas with a NP can receive money for each new property built, which can be used for the benefit of the community

  7. What could the Plan include? • Local housing need – e.g. affordable housing, housing for older people • Design principles – to preserve the village character • Proposed sites for development • Specify areas to be protected from development, e.g. green spaces & footpaths • Plans for community facilities & leisure areas

  8. What CAN’T the Neighbourhood Plan do? • Stop development – it means the community can shape development, not prevent it from happening • Contravene national planning policy – couldn’t build large supermarket - unsustainable

  9. How do we develop the Neighbourhood Plan? • Neighbourhood area designated √ • Set up steering group of local volunteers • Community engagement • Prepare the plan in consultation with community • LCC check for legal compliance • Six week consultation period • Checked by independent examiner • Referendum • NP adopted by LCC

  10. What next? • Recruit more volunteers for steering group • Initial community engagement: • review Village Design Statement • gauge community’s vision for Thorner • Apply for funding • Get support from Leeds City Council • Aim to complete plan by early 2015
