The Italian Government and UNIDO signed in 1985 an agreement aimed at creating in Investment and Technology Promotion Office (ITPO) in Italy INVESTMENT AND TECHNOLOGY PROMOTION OFFICE (ITPO) The Office’s mandate is to support Small and Medium Enterprises (SMEs) competitiveness in developing countries by facilitating transfer of financial, technological and managerial resources necessary to implement industrial projects as well as technology transfer in these Countries. The activity is focused in the main Italian industrial excellence sectors, such as agro-food, leather and footwear, garment and textile, energy and environment.

Status of implementation Output 1: Cluster mapping and selection Understand clustering in Vietnam, map existing clusters, select pilot intervention sites • Selection of three sectors and pilot clusters completed in June 2010: • Garment & Textile: HCMC; Hanoi/Hung Yen • Wood & Furniture: Binh Duong, HCMC • Leather & Footwear: HCMC • - Relevance in terms of employment and exports • - Potential for partnerships with Italian enterprises: transfer of know how, complementary competitive advantages

Output 2: Cluster development and upgrading Upgrade capacity of enterprises, associations, institutions; networking.. • Cooperation agreements signed with partner industry associations 3 sectors • Cluster Development Agents (CDAs) appointed and started working to build linkages and promote joint actions in the clusters • Capacity building on SME support and cluster development methodology for SME support institutions nationwide • Cluster workshops involving associations and ~ 100 enterprises; sharing of priority upgrade needs and intervention proposals • First upgrade interventions executed by trainers linked to Italian institutional partners (Polo Tecnologico Pordenone, ACIMIT, Consorzio Univers. Pordenone) • In-factory training for 20 furniture industries • Benchmarking of the finishing processes in 10 textile industries • Executive Master in Italy for 18 furniture companies.

Output 3: Cluster & Enterprise twinning Promote industrial (B2B) and institutional partnership among Italy and Vietnam • Through UNIDO ITPO Italy and in cooperation with the Confederation of Italian Industries (Confindustria) as institutional partner of the Project and other Italian stakeholders • Promote business and institutional partnerships Italy/Vietnam • Involve enterprises and technical institutions in technology upgrading plans • Over 100 among industries, consortia and associations in Italy responded to a call for interests: • Sensitization on the opportunities offered by the project to Italian SMEs: internationalization, access to Asian markets through win-win partnerships with Vietnamese industries • A business partnership IT/VN successfully started and growing on furniture production for local/regional markets
