2. Future of Numbering WG Mission • To explore changes to the environment, including new and future technologies, the impact of market place and/or regulatory changes and innovations on telephone numbering. Scope: • The Working Group will investigate new telephone numbering assignment approaches and future telephone number assignment requirements. The Working Group will identify common criteria and gather data to identify trends and their impact upon numbering resources. The Working Group, if necessary, will analyze opportunities to determine the feasibility and benefit of each and report its findings to the NANC. The Working Group will also analyze various topics that may be given to it from time to time by the NANC and/or FCC.

3. Future of Numbering WG Status: • New contribution from AT&T was discussed regarding Numbering Testbed Parameters. • This was received prior to the announcement of the FCC Numbering Testbed Workshop date • The FoN agreed to hold this contribution until after the Workshop to determine if it still warrants discussion. • SubCommitteeUpdates • FTN 4: Geographic Issues • Originating “Location” is one of the attributes of the current architecture that should be retained under an all-IP architecture. • Privacy (CPNI) issues relating to location-based routing of toll free calls are diminished, as the need for a caller's location information is limited to an isolated and minute instance in time.  This stands in contrast to the Carrier-Subscriber relationships of outbound wireless and roaming calls, which may enable tracking the exact location and movements of subscribers, about whom the carrier may possess significant additional personal data.  • Toll free carriers expect to obtain location info, to a degree of accuracy similar to what’s inherent in the current network (NPA-NXX) under an all-IP network, without being burdened by typical “Notice & Consent” obligations of location-based service providers, and with a latency that will allow calls to be routed without undue delay. 

4. Future of Numbering WG • SubCommittee Updates Cont’d: • FTN-7A: Routing Standards in an IP-Based Environment • The discussion of IP routing is taking place at the ATIS PTSC and the ATIS/SIP Forum NNI Task Force and is considered duplicate work to discuss at the FoN. • FoN agreed to discontinue discussions regarding IP Routing, but the ATIS PTSC updates will continue to be shared with the FoN. • FTN-7B: Less-than-Thousands-Block Pooling Number Assignment • In light of the recent FCC announcement to hold a numbering testbed workshop at the end of March, contributions for Less-than-Thousands-Block Pooling and Just in Time (JIT) Numbering have been withdrawn from a near-term comparison to contaminated block donations. • A draft comparison document has been sent to the FoN for possible consideration in the future. • FoN agreed to the closure of the FTN-7B subcommittee
