Europeits 112 within 27 Membre States Olivier PAUL-MORANDINI (founder, EENA)
1991– Council Decision 91/396/CEE Unique market, free circulation of people, give access to emergency services through a single number 112 all over the EU. ...1999 – Creation of EENA: promote the knowledge and efficient use of the 112 by gathering al the actors involved (industry, emergency services and civil society) ...2007, 16 after: reasons of a non-harmonized 112– 112 TOP DOWN decision VS 911 BOTTOM UP decision – 2 componants (télécom & Civil Protection), 2 different competences (European and national) – no proactive policy on this issue from the Commission side – no horizontal approach from EC side to deal with the “emergency telecommiunications” issue (Health, Envir., Security, Justice, Transport, InfSo., Multiling., Cons. Prot., ...) 1-1-2 history

Amongst 27 Member States and so many ways of thinking (prerogatives), IMPOSSIBLE to improve the situation for which Europe has no proper competence only ONE solution to harmonize the quality of emergency telecommunications: industry will never succeed, emergency services do not show up but both can be driven by the CITIZEN’s requierments. EENA is leading these requierements and became on September 6th the biggest lobby at the EP with 530 MEP’s who signed for a Pan-European evaluation of the 112 services. European 112 Day Reinforcement of Universal Service Directive (obligation of push caller location for free) Next step for next efforts: Launch of Advisory Board (High level politicians, european and international emergency services associations, industry) to Increase European budget dedicated to emergency services to improve their systems Identify European funding possibilities for emergency services Promote the existing solutions for an efficient use of the 112 Advocate emergency telecommunications at EP and amongst the national and regional authorities Plan the 2nd European Security and Safety Summit for 2008 Emergency telecommunications
EENA will be proud to invite NENA and APCO to join this advisory board and contribute to a new approach on emergency telecommunications Today
