Education in the MDGs • Universal primary education • Equality of access for boys and girls • Equality of access for urban and rural children • Quality of education attainment
Education Costing Tool • The EPSIM model development by UNESCO with additions from UNDP BDP and RCC • Can be used to cost all aspects of education policy • Has modules for • Pre-school • Primary • Secondary • Vocational/technical • Tertiary • Model can be tailored to meet needs of individual countries
Data needed for the model1. Children in the education system • Population growth rate and projections by gender provides basic numbers for the model • Base year data on level of enrollments in each year by gender and age • Change in enrollment rates for boys and girls • End year targets for enrollments • For PICS this means maintaining the level of primary enrollment consistent with population growth • Increasing enrollment at pre-school, secondary and tertiary levels to achieve specific target rates of transition or coverage • Drop-out rates at each level • Target for reduction in levels of “push-outs”
Data needed for the model2. Basic education ratios • Current base year ratios by education level for: • Pupil-teacher ratios • Class size • Classroom/curriculum materials • Teacher supply/qualifications • Others: • Subsidies to poor families • Target rates for end year for each item
Data needed for the model3. Unit costs • Teacher salaries by qualification • Non-teaching/school support staff salaries • Central administration support • Cost of: • books/classroom materials per capita • additional classroom construction • additional teacher training • maintenance of school facilities
Data needed for the model4. Other factors • GDP per capita (used as basis for calculating teachers’ salaries) • Annual salary increases • Efficiency gains
Outputs from EPPSIM • Cost of reaching targets by education level disaggregated into: • Teaching costs • Building and maintenance costs • Classroom materials etc • Support and administration • Others, including subsidies for poor households
