Divergence in Meanings Assigned • “Good” SHGs • “Empowerment” : the concept is constructed in the household domain, sometimes community level indicators. Rarely linked to organisational forms • Microfinance in its current form can easily absolve the state of its duty-bearer role, and lead away from an entitlements approach to poverty reduction
