  1. WASH Cluster Afghanistan Inter Agency (WASH) Contingency Planning 2012 Prasad Bhagwan Sevekari RECA (WASH) South Asia

  2. Contingency Planning? Helps plan beforehand Provides a common, over-arching framework Provides focus and coherence Guides collective action Does not replace need for individual planning Prasad Bhagwan Sevekari RECA (WASH) South Asia

  3. Analyse hazard, • Build scenario, • Develop planning assumptions • Define response objectives & strategies • Define management and coordination arrangements • Develop response & preparedness plans • enhance response readiness Prasad Bhagwan Sevekari RECA (WASH) South Asia

  4. What has been done before? • WASH Contingency Plans at national and regional levels, updated Nov. , Dec. 2010 OCHA / HRT Multi hazard (multi-cluster) contingency plans updated March 2012 Prasad Bhagwan Sevekari RECA (WASH) South Asia

  5. What do we do now? Common ranking of hazards Analysis & Prioritisation of WASH Risks Agreeing on scenarios and planning assumptions Identifying overall collective WASH objectives and strategies Outlining WASH response and preparedness actions Identifying constraints Defining Coordination Arrangements at national and sub-national levels Defining maintenance actions : Agreeing on prepositioning and stockpiling Prasad Bhagwan Sevekari RECA (WASH) South Asia

  6. Step 1: Hazard Ranking Reference to the EmDAT sheet Rank the Hazards 5groups:N, S, E, W & C 15 mins Prasad Bhagwan Sevekari RECA (WASH) South Asia

  7. Step 2: WASH Risk Prioritisation 1. Consider HRT / OCHA Multi- hazard Contingency Planning Risk Analysis for; Conflict induced displacement Flooding 2. Refer to ECHO Model Guidelines for Mainstreaming Water and Sanitation in Emergencies, Protracted Crises, LRRD and Disaster Preparedness Operations 3. Identify , prioritise potential impacts on WASH sector / WASH risks due to these hazards Prasad Bhagwan Sevekari RECA (WASH) South Asia

  8. Step 3: Agreeing on scenarios and planning assumptions • Refer to HRT / OCHA Multi- hazard Contingency Planning Risk Analysis for; a) Conflict induced displacement b) Flooding • Consider the cumulative worst case load figures as planning assumptions… why?? Refer to HRT / OCHA Multi- hazard Contingency Planning Worst Case Scenarios and figures for flooding and conflict led displacement Prasad Bhagwan Sevekari RECA (WASH) South Asia

  9. Step 4: Identifying overall collective WASH objectives and strategies What are the overarching humanitarian response objectives? How is the implementation strategy linked to realisation of these objectives? How will individual agencies contribute towards overall objectives? How long will the assistance be required / given? What are the guiding principles? Prasad Bhagwan Sevekari RECA (WASH) South Asia

  10. Step 5: Outlining WASH response and preparedness actions 1. Refer to ECHO Model Guidelines for Mainstreaming Water and Sanitation in Emergencies, Protracted Crises, LRRD and Disaster Preparedness Operations 2. Identify Key WASH Response and Preparedness Actions pertaining to specific hazards ( Conflict & flooding) 3. Outline the constraints ( Step 6) Prasad Bhagwan Sevekari RECA (WASH) South Asia

  11. Step 7: Defining Coordination Arrangements How will the immediate response mechanisms be triggered? (joint assessment, emergency funding, immediate response) & when? How would the information be managed? Who will coordinate with the government & partners & with the clusters? How will the donors be communicated? What common service areas would be required to support the collective response? Prasad Bhagwan Sevekari RECA (WASH) South Asia

  12. Step 8: Define maintenance actions What are the agreed stockpiling levels? Where would the stocks be maintained? What are the available resources? What are the plans for monitoring? Who is responsible for updation and maintenance of contingency plan? What are the followup actions?? (Focal Points / Deadlines) Prasad Bhagwan Sevekari RECA (WASH) South Asia

  13. Way ahead… Identifying the task-force for taking the process to conclusion Completing the step-wise discussion, data input and framework Populating the framework with adequate information Substantiating the information with research & references Corroborating the information with OCHA & MRRD Completing & sharing the draft IACP for discussion Finalising in next meeting Replicating the process at regional levels Prasad Bhagwan Sevekari RECA (WASH) South Asia
