The Mission of the Office of Electricity Delivery and Energy Reliability is to lead national efforts to modernize the electric grid; enhance security and reliability of the infrastructure; and facilitate recovery from disruptions to energy supply.
Office of Electricity Delivery and Energy Reliability (OE) OE Infrastructure Security & Energy Restoration (ISER) Permitting, Siting, & Analysis (PSA) Research & Development (R&D) Continuing Business Operations (CBO)
Permitting, Siting and Analysis Division Mission: Modernize the electric grid and enhance the reliability of the electric infrastructure by contributing to the development and implementation of electricity policy at the Federal and state levels. Activities: • Facilitate state and regional electricity policy development including grid planning, energy efficiency, renewable energy, demand response, smart grid, and regional resource planning. • Presidential Permit and Export Authorizations for international trade in electricity. • Analyses and evaluations in support of policy for existing and future electricity infrastructure needs. • Staff DOE management as needed on electricity policy.
Permitting, Siting and Analysis • The program provides technical assistance to states, tribes and regions on electricity policies, with goal of increasing access to reliable, affordable and sustainable energy sources. • Is responsible for implementing the transmission provisions of the Energy Policy Act of 2005, and administering the international electricity regulatory program through cross-border permitting. • Support expanded analysis of advanced transmission system approaches. Topics may include: • Design and evaluation of a “hardened” offshore transmission system to facilitate delivery of electricity to major coastal population centers from offshore, remote generation facilities. • Evaluation of what effect the transition to a low-carbon energy future (wind, solar, geothermal) will have on the operation and planning of the electric system, especially the regulatory (electricity policy) perspective.
Research and Development • Focuses: • 1. Energy storage: Focuses on grid-scale storage technologies that: • Reduce power disturbances • Improve system flexibility, better incorporating intermittent renewable resources • Reduce generation needed at peak demand 2. Cyber Security: Addresses vulnerabilities within the Nation’s electricity delivery system to reduce the risk of energy disruptions due to cyber attacks. Collaborate with the research community in government, industry and academia to enhance cybersecurity capabilities.
Infrastructure Security and Energy Restoration • Leads national efforts to enhance the security of the Nation’s critical energy infrastructure against all threats and hazards. • Carries out the Department’s Energy Sector-Specific Agency responsibilities to protect the Nation’s critical energy infrastructure and key resources, both domestic energy resources and global energy dependencies. • The program ensures the reliability, security and resiliency of energy infrastructure by: • coordinating the Department’s emergency preparedness, response and monitoring activities to provide impact analysis during an event, domestic and international • providing assistance in securing critical energy infrastructure, both physical and cyber • leading and coordinating technical and policy support for control systems security • collaborating with all levels of government and industry to improve preparedness and response capabilities and to facilitate a speedy recovery from energy supply disruptions, thereby reducing the impact of these events

President’s Renewable Energy Goal • 10 percent of U.S. electricity needs from renewable sources by 2012, and 25 percent by 2025 • Requires an expanded, modernized, and resilient nationwide transmission system capable of delivering affordable zero/low carbon resources • President’s Energy Efficiency Goal: “Deploy Cheapest, Cleanest Fastest Energy Source” • Focus on ratepayer-funded energy efficiency state policies • Plus on other parts of demand-side: enabling the customer to participate through demand response and smart grid • Assisting States • Best assistance to state officials, on as-requested basis, on electricity policies • Emphasis on encouraging regional coordination among states PSA Drivers
Near and Long-Term Objectives • Lead Federal interagency collaboration to meet the President’s renewable electricity goals • Lead development of long-term interconnection-level transmission expansion plans • Improve and coordinate regulatory processes for new transmission facilities • Assist utility industry in its efforts to integrate variable renewable generation and maintain system reliability • Continue providing nationally-recognized high quality support to State’s on their electricity policies • Conduct analyses in support of policy to achieve the Nation’s electricity goals
