Overview • Discuss: • What is a Post Enumeration Survey? • How is it undertaken in Australia? • Questions
What is the Post Enumeration Survey? • Purpose: • to measure how many times either dwellings or people were missed or counted more than once. • outcomes used when determining the Estimates Residential Population. • evaluates the effectiveness of Census collection procedures.
How is the Post Enumeration Survey conducting in Australia? • The Post Enumeration involves: • enumerating a sample of the population • comparing these results against the Census results • using the results from the Post Enumeration Survey when determining the Estimated Residential Population
The enumeration • A sample of approximately 32,000 dwellings is selected - about .3% • enumeration occurs 3-4 weeks after Census night, while Census is still fresh in peoples minds • conducted by interview with an adult asked to supply information all residents
The enumeration • Information obtained includes: • name • date of birth • country of birth • marital status • the address they spent Census Night - more than one address can be provided • When an interviewer arrives at a dwelling, it is possible that the dwelling: • still has their Census form - the dwelling is considered to have been missed by the Census process.
Searching and Matching • Post Enumeration and Census forms compared to: • find the original dwelling to ensure it was counted • find each person at one or more of the addresses provided • determine if the people are the same based on comparison of Census and Post Enumeration Survey responses
Searching and Matching • If the dwelling or person is not included in the Census results - undercount has occurred • If the dwelling or person is found more than once - overcount has occurred • If the dwelling or person is counted once and once only, the Census process worked! • Rules can also exist to determine partial match for a person
Using the results • Put very briefly..... • The Census population count is supplemented by the Post Enumeration Results when determining the Estimated Residential Population • When determining the Estimated Residential Population in Australia, we take into account: • Australian residents temporarily overseas • Residents from other countries temporarily in Australia • Post Enumeration Results • Births and Deaths • These are used to determine the Estimated Residential Population.
