JASPERS Energy Efficiency Support • JASPERS may support implementation of Energy Efficiency (EE) in assisting the: • Assessment of level of implementation of national EE programmes and their absorption • Identification and resolution of key problems related to absorption of grants and loans • Redesign of support schemes including establishment of adequate grant rates, eligibility criteria, procedures, financial and economic models, objectives setting, results indicators, estimation of savings • Facilitation of reallocation of funds under Operational Programmes • Support in State Aid issues and development of model solutions for EE • Optimisation of energy audit methodologies • Market studies and business plans • Preparation of marketing materials (on the content side) • Design of Technical Assistance instruments, procedures and project implementation units • Facilitation of access to ELENA grants and bank (e.g. EIB) loans • EPC related: guidelines, model contracts, accounting issues • Hands-on support in solving problems, obstacles and hurdles based on European experiences • Further on-demand assistance

JASPERS Coal Regions in Transition Support JASPERS CRiT Assignments in Poland, Czech Republic and Slovakia: • JASPERShas prepared a standard methodology for screening of projects under CRiTthat could be applied for all corresponding regions. • Assignment for Poland • Perform assessment of projects in for compliance with the objectives of the Coal Regions in Transition initiative • Identify potential sources of financing and need for technical assistance • Provide recommendations on projects • Assignment for Czech Republic • Perform project screening for compliance with the objectives of theCoal Regions in Transition initiative • Advise on eligibility of the projects for ESI Funds, i.e. whether the project could be still financed under the relevant operational programme • Potential review of individual projects as relevant • Slovakia • Transport and energy projects in the upper Nitra region
JASPERS Coal Regions in Transition Support • The JASPERSstandard methodology for CRiT project screening consists of 2 stages: • Stage I – General Project Eligibility – Assessment: Pass / No pass • Criteria: • Location in a Coal Region in transition (NUTS2 with ongoing coal-mining activities) • Contribution to at least one of the following objectives • Structural transformation and diversification of the economy • Job creation and economic growth • Development of advanced technologies • Improvement of energy efficiency and transformation of energy systems • Smart urban development and resilience • Positive impact on environmental and climate change goals
