ISSUES OF STUDENT MOBILITY between EU and RF Universities • Legal • Administrative • Economical • Social • Psychological
ADMINISTRATIVE BARS • Periods of study abroad should be recognized, but only those which approved in advance (between Universities and also between student and his/her home University) • Differences in ECTS and Russian system of credits and modules should be minimized • Comparable of quality assurance systems
Legal bars for incoming mobility • Long and complicated procedure for getting RF visa • Registration requirements for foreigners on territory of RF means that foreign student could live only in hostel or should get a special permission if going to live in host family of somewhere else
for RF students Modern labour market in RF does not need a big amount of specialists with experience abroad Language skills is still on low level There are still many bars in getting job permission in EU for foreigners for EU students Russian language should be at least on basic level The lack of information about Russian Universities except capital ones The future collaboration with Russian companies does not play the main role in planning mobility social and psychological issues as a mobility motivation
Economical issues • Differences in standards of living between RF and EU countries does not motivate EU students to move to Russia • The lack of financial recourses provided by inner funds of Universities limits the mobility by frameworks and terms of international organization, provided financial aid • Bad quality of living provided by Russian Universities hostels almost always does not correspond to an accepted international level
Flows of mobility • Mobility should meet the requirement of two ways (as an exchange program) • Horizontal flows (period of study usually within one year inside one level of education) • Vertical flows (full time inside one program)
Conditions should provided by University for being attractive for international students: • Original courses in English • Good quality of living in University hostel • Agreements between Universities to provide periods of study recognition • Quality assurance system • International Office services • Good reputation on international and national levels
