COORDINATING UNIT FOR TACIS PROGRAMME OF THE EU IN BELARUS OFFICIAL DEVELOPMENT AID OFFICIAL DEVELOPMENT AID ITA is one of types of assistance provided to Belarus by international donors to support social and economic reforms, environment protection, overcoming aftermath of the Chernobyl disaster, infrastructure development through research, training, exchange of experts, post-graduate students, transfer of technology and know-how, resources, supply of equipment and other goods and property within approved International Technical Assistance projects (programmes) and also in the form of organizing (running) seminars, conferences and/or other discussions Order of the President of the Republic of Belarus of 22 October 2003 “On the ITA provided to the Republic of Belarus” Activities of donors and their assistance programmes to developing states is coordinated by the Organization for Economic Cooperation and Development (OECD) Humanitarian Aid Subsidized credits Restructurization of foreign debts ITA ITA - free of charge transfer of know-how, consulting, expertise, training of specialists, drafting business-plans, running pilot projects by donors for the recipients 2

COORDINATING UNIT FOR TACIS PROGRAMME OF THE EU IN BELARUS DEVELOPMENT COOPERATION The issue of the Global Partnership for Effective Development Cooperation was formulated in the UN MILLENIUM DECLARATIONand is one of eight Millennium Development Goals (MDGs). Goal 8 – FORMING GLOBAL DEVELOPMENT PARTNERSHIP Goal 1 – Eradicating extreme poverty and hunger Goal 2 – Achieving universal primary education Goal 3 – Promoting gender equality and empowering women Goal 4 - Reducing child mortality rates Goal 5 – Improving maternal health Goal 6 – Combating HIV/AIDS, malaria and other diseases Goal 7 – Ensuring environmental sustainability 3

COORDINATING UNIT FOR TACIS PROGRAMME OF THE EU IN BELARUS CONCEPT OF THE GLOBAL PARTNERSHIP FOR EFFECTIVE DEVELOPMENT AID FOR 2012 – 2015 • Overall goal:to concentrate on implementation of agreements and actions consolidated in the Agreement on Busan Partnership. • Tasks: • - Develop and strengthen political motivation; • - Develop and strengthen responsibility for implementation of the Busan agreements; • - Promote exchange of knowledge and skills on lessons learnt; • - Promote implementation of the Busan Agreements on country level; • promote openness of the Global Partnership for all recipients of efficient development co-operation including civil society, MPs and private sector. • Global Partnership for Effective Development will be reviewed after 2015 and • the concept will be modernised with account of accomplishment of the • Millennium Goals. 9

  10. COORDINATING UNIT FOR TACIS PROGRAMME OF THE EU IN BELARUS MECHANISMS OF DEVELOPING AND MAGANING THE GLOBAL PARTNERSHIP Two levels: Interstate and country. Meetings on interstate level must be held once every 18-24 months with participation of NGO representatives The Executive Committee of the Global Partnership is set up, consisting from three Co-Chairs and 15 Members. The Committee is responsible for achieving the Goals of the Global Partnership (Information about the Members of the Executive Committee is provided in the distributed materials)

COORDINATING UNIT FOR TACIS PROGRAMME OF THE EU IN BELARUS MONITORING OF THE GLOBAL PARTNERSHIP Goal: - to promote implementation of the Busan agreements through reporting on results achieved on international and country levels; - to stimulate wider dialogue both on country and international levels on the issues of effective development cooperation

COORDINATING UNIT FOR TACIS PROGRAMME OF THE EU IN BELARUS THE POSITION OF BELARUS ON FINANCING THE DEVELOPMENT COOPERATION • Announced by the MFA on 22 October 2012 during the discussion of financing issues before the Second Committee of the 67th UN General Assembly Session: • honor all relevant international commitments to provide financial resources despite the unfavorable economic conditions; • mobilization of domestic and external resources for financing for development, increasing technical assistance, encouraging investment, promoting trade, tackling debt problems; • support the idea of integration of the two processes – financing for development and financing in support of sustainable development as long as sustainable development must become the base for the UN Development Agenda after 2015 • Quotation from BELTA news agency(http://news.belta.by/en/news/politics/?id=696853) 15

COORDINATING UNIT FOR TACIS PROGRAMME OF THE EU IN BELARUS ACTIONS TO RAISE THE EFFECTIVENESS OF THE DEVELOPMENT COOPERATION Wider involvement of regional, local authorities and NGOs in the International Technical Assistance Programmes. In particular in the National Action Programme (NAP) ENPI for 2012 and possible for 2013 and thematic programmes of the ENPI 16

COORDINATING UNIT FOR TACIS PROGRAMME OF THE EU IN BELARUS MONITORING OF THE ACHIEVEMENTS OF THE PARTNERSHIP GOALS Belarus joined the Paris Declaration in March 2010 and therefor did not take part in monitoring in 2010 In September 2012 a decision is taken by the Commission on the Issues of the International Technical Cooperation under the Council of Ministers of the Republic of Belarus № 35/205-1373пр of 06 September 2012 to create the Working Group to draft the Country Report on Observation of the conditions of International Declarations on Raising Effectiveness of External Assistance The Working Group joins representatives of the MFA, Ministry of Economy, Ministry of Finance, Committee for Statistics, Ministry of Nature, Research Institute of the Ministry of Economy and other stekeholders

COORDINATING UNIT FOR TACIS PROGRAMME OF THE EU IN BELARUS CONCLUSION Donors and recipients (Partners) of the development assistance are targeted at achieving the Global Partnership goals by 2015 The position of Belarus in the area of development cooperation is in: (а) honoring all relevant international commitments to provide financial resources despite the unfavorable economic conditions; (б) mobilization of domestic and external resources for financing for development, increasing technical assistance, encouraging investment, promoting trade, tackling debt problems; (в) support the idea of integration of the two processes – financing for development and financing in support of sustainable development 3.
