Health sector programme Improvement of perinatal and neonatal health care services in Lithuania - 26,6 MCHF Progress Medical equipment 13 contracts signed in 2013 (16 contracts signed in total). 11 tenderslots (outof 27) failed as submitted proposals did not meet the specific requirements defined in the ToRs. 5 of them re-launched, others are being reviewed. Procurement documents for 5 new tenders were submitted for coordination with the CPMA (3 approved). Procurement procedures for 7 tenders are on-going. Delivery of equipment started in March and is being continued. Progress report 2013

  5. Progress Other procurements Tender on technical supervision services for development of computer data base launched in April 2013, envelopes opened on 15 May 2013. 2 proposals received. Evaluation on-going Contract on improvement of qualification and development of guidelines and protocols signed on 27 June 2013 2 hospitals are preparing tender documents fortechnical projects Technical projects (for repair works) for2 hospitals are under preparation 1 hospital completed the preparation of technical project, tender documents for procurement of the repair works are being developed 1 hospital is starting implementation of works Progress report 2013

  6. Progress Partnership plan Partnership agreement with Geneva hospital signed in February 2013. Conference of neonatologists lectured by Lithuanian and Swiss specialists organised in May 2013. Coordination meeting to discuss the measures of the partnership agreement to be implemented in 2013 – 2014 organised in May 2013. Programme management Last partnership agreement with Santariškės Clinics signed in March 2013. 2 new beneficiaries included into the scope of the programe(Vilkaviškis, Raseiniai). Preparation of partnership agreements is in process. Facebook page for both health programmes created. AuditofthemanagementandcontrolsystemofhealthprogrammeshasbeenconductedinJuly 2013. Progress report 2013 • Research and development sector • Research and development programme - 9,052 MCHF • Aim – to support joint research and institutional partnerships projects Progress Open call for proposals: • Last 3 projects started implementation in January 2013 (8 projects started in 4Q/2012) • 11 consortium agreements were signed, 1 project on institutional partnership was terminated • Implementation of the joint research projects is on-going without any significant delays

Progress report 2013 Progress Programme management: • Training seminar for beneficiaries was organised in January 2013 (33 participants) • Audit of the Programme management and control system was performed by the Internal Audit Unit of the Ministry of Education and Science in May – June 2013. • Internal documents for the programme implementation were developed by the EA: • Procedure for Amendments and Breach of the Project Implementation Agreements was prepared in January 2013 • Procedure for Performance of the on-the-spot checks was prepared in August 2013.

Progress report 2013 • Scholarship Fund • Scholarships for advanced degree and post-graduation programmes (mainly PhD) in Switzerland – 4 MCHF • Progress • 4th Call for proposals: 24 proposals evaluated, 13 – approved for financing (total amount allocated – 1.035.750 CHF). • 2,62 MCHF allocated during the four calls (1.152.277 CHF left for the last two calls). • 5th (additional) Call for proposals launched on 2 September 2013.

Progress report 2013 • Individual project • The creation and implementation of the system for video transmission, recording and storage in courts - 1,77 MCHF • Overall objective – to create a system which allows arranging remote court sessions, recording and preserving materials of these sessions in the electronic form Progress • Draft tender documents for procurement of necessary hardware and software submitted for the Swiss non-objection on 19 March 2013. • Tender launched on 15 May 2013. • Opening of the submitted proposals was held on 19 July 2013 (3 proposals received). • 1st meeting of the Evaluation Commission was held on 6 August (compatibility with the qualification requirements was analysed). • On 20 August the suppliers submitted the requested additional information on qualification.Tender proposals are being analysed. • LastmeetingofthePublicprocurementcommissionorganisedon 3 September 2013.

Progress report 2013 • Block grant • NGO Fund - 5,553 MCHF • Overall aims: • to promote civil society’s contribution to economic and social cohesion as an important actor of development and participation • to contribute to the further development of the NGO sector in Lithuania • Progress Implementation of the Fund • 85 sub-project implementation agreements signed in January – February 2013 (2 applicants refused from the allocated grant). • 12 additional applications were approved for financing by the SC on 16 April 2013: • 10 sub-project implementation agreements signed in June, 2013, • 2 sub-project implementation agreements signed in July 2013. • 1 sub-project completed in August 2013.

Progress report 2013 • Progress Fund management • 3 training seminars for the final beneficiaries conducted in January 2013 (145 participants) • 89 procurement plans and 15 amendments to the plans verified and confirmed by the EA in February – August 2013 • 237 payment claims verified by the EA in February – August 2013 • 396 tender documents of the sub-projects verified by the EA in February – August 2013 • 12 on-the-spot checks conducted by the EA in March - August 2013

Operational plan (September 2013 to December 2014) • Individual project (on video conferencingsystem) 1 scenario (if the winner of the tender will be selected): • In case the winner will be selected in mid-September, the contract should be signed in mid-October 2013 (planned duration: 134 days). Contract should be completed (equipment installed) in February – March 2014. • To approach the Swiss side with a request to extend the project duration (September-October2013). • To start preparation for procurement of leaflets, stickers, organisation of the final conference and financial audit (October 2013). • To conduct financial audit activities (2 months after the completion of the project activities, could be June - July 2014). • To organise the closing conference (February2014).
