  2. 2019Enacted Operation of Indian Programs • Road Maintenance – The Bill provided $1 mil to improve schools bus routes. • Natural Resources - The Bill provided $1.5 million to implement land purchase under section 7(b) of Public Law 102-495; the Elwha River Ecosystem and Fisheries Act. • Forestry (TPA) – The Bill provided $500,000 that will be used to reduce Wildfire risks.

  3. 2019 Enacted • Criminal Investigations & Police Services – The Bill provided an increase of $750 thousand to address opioids. This funding will bring the total level of opioid funding up to $8.2 million. • Detention Corrections – The Bill provided an increase of $2 million to enhance the safe and humane confinement of offenders. The program will fund approximately 25 new correctional staff at detention facilities throughout Indian Country. • Tribal Courts (TPA) – The Bill provided an increase of $1.5 million to support tribal courts that will be distributed prorata.

  4. 2019 Enacted • Community & Economic Development – The Bill provided an increase of $1.0 million to provide assistance grants to tribes to enhance economic development and improved access to private financing of development projects. Construction • Irrigation Projects-Rehabilitation – The Bill provided an increase of $4 million. Of total funding, $10 mil will be allotted under 638 contracts for 16 Indian irrigation projects in accordance with the distribution criteria identified in the WIIN Act for the Indian Irrigation Fund.

  5. 2019 Enacted Bureau of Indian Education • Tribal Grant Support Costs $82.9 million – The Bill provided an increase of $1.9 million to continue to fully fund Tribal Grant Support Costs. • Facilities Operations $68.7 million – The Bill provided an increase of $2 million which is 63% of calculated costs for operations. • Tribal Colleges & Universities $70.7 million – The Bill provided an increase of $1 million that will be distributed to supplement the operation of TCUs.

  6. 2019 Enacted Reductions • -$2.5 mil across Executive Direction for administrative costs. • -$22.5 mil moved Haskell & SIPI to forward funding. • -$15 mil for Contract Support Costs. What began as a $5.4 million increase is now showing as a reduction due to the request for additional funding from treasury in FY 18, which raised the 18 funding level to $257 mil. • -$5.4 mil in settlement funding – Hoopa Yurok complete and Blackfeet Settlement funding was reduced for 19.

  7. 2020 President’s Request • The request is for $2.8 billion across Indian Affairs. • A 9% reduction to the overall IA budget. • 9 of the Tribal Priority programs were maintained at enacted levels of funding. • Establishes BIE as an independent bureau with a separate budget structure to advance ongoing BIE reforms to improve learning and student outcomes at BIE schools.

  8. 2020 President’s Request • Proposes an additional $2.5 mil for Law Enforcement Special Initiatives for the Opioid Initiative. • Proposes $2 mil for Education Program Enhancements – Native Language Immersion. • Proposes $2 mil for Early Childhood Development. • Proposes $44 mil for full contract support costs. • Proposes $500,000 for Tribal grant support costs.
