Options • Do Nothing – Continue to allow industry to adopt on a voluntary basis • No cost to industry • No requirement to develop standard • Inconsistent with US Option 1 • Develop targeted approach – direct to carriers in non-compliance with Hours of service • Similar to US approach • Targeted toward worst offenders Option 2
Options (cont.) • Develop standard leveraging key aspects of US Rule • Utilizes work undertaken in US • Opportunity for CDN standard • Compatibility with US approach • Implementation can be independent or harmonized with US Option 3 • Develop universal mandate • Increased compliance with Hours of Service • Levels the playing field • Would force carriers to accept costs of EOBRs Option 4
Important Note Canadian stakeholders divided on universal vs. remedial approach
Council of Ministers Approval: • Option 3: Develop a Canadian standard for EOBRs leveraging the work already undertaken in the US • Incorporates key elements of US rule • Provides Canada the flexibility to consider compatibility with the US • Direct CCMTA to continue to monitor US rulemaking and implementation for Canadian carriers
Current Environmental Scan • CCMTA has awarded a contract to FP Innovations Ltd. to develop a Canadian National Safety Code (NSC) standard on EOBR’s for CMV use in Canada. • $80,000 • The RFP referenced four deliverables • Deliverable 1 : Outline key elements of the standard; • Deliverable 2 : Preliminary draft of the standard; • Deliverable 3 : Final draft; • Deliverable 4 : Final standard.
