Our Missions • To establish the national policy and master plan in standardization to be in line with the international practices with systematic participation of the public and private sectors. • To carry out standardization work according to the Industrial Products Standards Act and the resolutions of the Cabinet for the purpose of consumers protection, safety, environmental protection, energy saving as well as industrial development of the country to be competitive in the world market. • To protect the national interests in the area of standardization Supachai

  6. Standards Development • 2,550 Standards issued • 81 Standards (3.18%)are mandatory Supachai

Product certification according to TISs The product certification schemes of TISI consists of 5 types (with different certification marks). • voluntary certification mark, • mandatory certification mark, • safety standards mark, • environmental standards mark and • electromagnetic compatibility standards mark Supachai

  9. Foreign inspection body : To facilitate trade • TISI is designated foreign inspection body of the standards institutes of several countries such as Japan (JIS mark), Germany (VDE for electrical appliances), Sri Lanka, the Philippines and South Africa (for surveillance scheme) Supachai

  10. Green Label • TISI, in co-operation with the Thai Environment Institution, carries out Green Label Scheme by which certified products can bear green label. • This is the measure to reduce pollution in the environment as well as to encourage manufacturers to use clean technology. Supachai

  11. WTO / TBT Agreement • The Ministry of Industry is, by the Cabinet resolution, the national focal point for the implementation of the Agreement on Technical Barriers to Trade (TBT) under the World Trade Organization (WTO) • National TBT Committee / Secretariat Supachai

International Organizations: Thailand Participation • International Organization for Standardization (ISO). • International Electrotechnical Commission (IEC) • Other organizations in the area of accreditation, TISI also participates in the activities of the International Accreditation Forum (IAF), the International Laboratory Conference (ILAC), the International Auditor and Training Certification Association (IATCA) Supachai

Office of the National Accreditation Council • Provide accreditation services for certification bodies and inspection bodies; • Coordinate among laboratory accreditation bodies within the country aiming at the harmonized national system which will be recognized internationally; • Make arrangements for Mutual Recognition Arrangements of conformity assessment results in order to facilitate trade; • Represent Thailand in the accreditation activities of relevant regional/international organizations; • Perform other relevant tasks which mandated by the Cabinet Supachai

  14. Product certification : criteria • The products are in conformity with the applicable standards • Manufacturershave adequate quality control system to maintain the conformity of the products with the standards Supachai

  15. Product certification procedure;consists of the following: • Inspection before granting license • Surveillance after license granted Supachai

Inspection before granting license • Evaluation of products • Assessment of the quality control system of the manufacturers -- according to the particular requirements for products certification and the general requirements for products quality control system (this includes factory visit and/or assessment of documents showing the quality control process) Supachai

In the case of application to import products and factory visit is not practical, • Such assessment will be carried out on the documents showing the quality control process of the manufacturers. • Factory visit at the factory abroad may be necessary if the quality control documents have proved to be inadequate. Acceptance of the ISO 9000 certificates Assessment of the quality control system will be exempted for the manufacturers who have been awarded ISO 9000 certificates, issued by the certification body which: • has been accredited by the Office of the National Accreditation Council (ONAC), or • has been approved by the Industrial Product Standards Council Supachai

Evaluation of products • Sample to be tested by authorized laboratory, or laboratory accredited under the scope relevant to such product or product group by Thai Laboratory Accreditation Scheme (TLAS) • Product sampling for testing will be exempted for the manufacturers whose product testing have been carried out by laboratory which has been approved by the Industrial Product Standards Council. Test report issued by such laboratory will be considered Supachai

Surveillance after license granted Surveillance will be carried out by the one or both of the following:1) Surveillance of quality control system2) Surveillance of quality of product by taking sample for testingThe frequency for surveillance will be set according to the capacity in controlling system and previous surveillance.   21. Standards and conformance infrastructure to support the grass roots!! Promotion of small andmicro (businesses) enterprises Supachai

The Thai government views the promotion of small and micro (businesses) enterprises as an important strategy for: • Reducing poverty and narrowing income gap(given that it involves high proportion of Thailand population). • Ensuring that the benefits of economic growth are widely distributed in the country Supachai

  23. Measures taken • Measures that are important for promoting small and micro (businesses) enterprises include removing business restrictions and improving basic infrastructure Supachai

  24. “Standards and conformance infrastructure” • a business compliance cost!?. • a beneficial tool for gaining market access for them? Supachai

  25. Standards and Conformance bodies • Could develop standards where the costs of complying with those standards make the effort not worthwhile for small andmicro (businesses) enterprises!!! • Could disseminate standards in a way that is more easily accessed by them Supachai

  26. What we do • TISI carries out its standardization activities to develop and upgrade the Thai products and services • National standards are developed preferably by adopting international standards whenever possible. • However, we also need to“ensure that the infrastructure can add value to thesmall andmicro (businesses) enterprises ” Supachai

  27. TISI supports a project of the Thai government • The OTOP project “One Tambon, one Product” or “One village, one product”:to encourage each community to develop a unique product, based on the local know-how of the community, and to upgrade the quality of the community products • The project has been jointly carried out by several government agencies including the Ministry of Industry Supachai

Community products included in the TISI standardization plan • TISI has been assigned to develop standards for the community products, and to certify them according to the standards • Food products, textiles, woven clothes, ready-to-wear garments, ceramics,wickerwork, herbal products etc. Supachai

  29. Basic knowledge • Basic knowledge relevant to standardization and quality has been disseminated to producers in the community Supachai

  30. It is our decision • to set level of standards • to set a standard, as it is / when it is, actually required! Supachai

Questions from the Thai side 1.Reading one of the MAIN DIRECTIONS of the Federal agency on technical regulating and metrology, it is not so clear to us "what are the activities involved in the organization of works for considering cases of infliction of harm caused by violation of the technical regulations requirements?" Please give us more details. Supachai

  33. Questions from the Thai side 2. We are very much interested to know the contributions your "Research institutions and Consulting and innovation firm" have been making in support to the work in Standardization and Conformity Assessment areas. Supachai

  35. Questions from the Thai side 4. We would like to know the process(es) for the development of your classifications (All-Russia classifiers of technical, economical and social information) as well as your local standards. Supachai

  36. Proposed “technical cooperation” Standardization • To exchange standards in identified areas to facilitate trade between the two countries. • To work, where relevant, in coordination with each other, in standardization work at the international level. Supachai

Proposed “technical cooperation” Certification and Quality Management • To give assistance to each other where such assistance is sought by either Party in connection with certification and quality management. • To exchange relevant documents, findings of researches and other information that may help disseminate knowledge relating to certification and quality management.   38. Proposed “technical cooperation” Exchange of Information • To exchange published information and periodicals, scientific data, books, articles, etc. on the subject of mutual interest in order to assist each other to improve their capabilities. Supachai
