  2. Ozadje pobude za program EUROHESC Projekt »Forward Look on Higher Education« (HELF); zaključen jeseni 2007. Pobuda za EUROCORES raziskovalni program z interdisciplinarnega področja študij visokega šolstva (higher education studies). Splošno vprašanje, predlagano kot izhodišče: »Kakšna so razmerja in povezave med sodobnimi družbenimi in ekonomskimi spremembami in transformacijami na eni strani ter spremembami in transformacijami, ki se pojavljajo znotraj visokošolskih ustanov in glede na vloge akademikov na drugi strani?«

Ocene pobude za program EUROHESC (1) (a) Standing Committee for the Social Sciences (SCSS): The proposal addresses a very important theme that maintains its inter temporal currency and relevance, with a European added value and significant policy implications. The lead proponents and the rest of the team are well-qualified researchers from a number of disciplines who are part of an existing network completing an ESF Forward Look on Higher Education (HELF). The majority of aspects of the Programme are original, novel and innovative, such as the methodological aims and approach, and interdisciplinary and comparative commitment. The Programme has significant merits as it integrates work done in several fields and defines a cohesive research agenda of innovative component themes. […]

Ocene pobude za program EUROHESC (2) (b) Comments from ESF Science Advisory Board: The ESF Science Advisory Board felt that this is a very good proposal and that it should be recommended to go forward. This is a relevant and in many ways strong proposal whose foundation has been helped by a Forward Look on the same topic. The team has strong expertise and experience in the field of higher education studies. However, it is not entirely clear how the 5 areas of research are coordinated. There is a certain risk of fragmentation in the program. The proposal could also be more explicit on the expected results and their use in universities and society.

  6. Znanstveni cilji predlaganega programa (1) Znanstveni cilji predlaganega raziskovalnega programa EUROCORES so: 1. razviti in izpeljati program interdisciplinarnega komparativnega raziskovanja naravnanega k razmerju med visokim šolstvom in družbo; 2. razviti teorije in hipoteze o tem razmerju in o dejavnikih, ki nanj vplivajo; 3. zastaviti metodološka vprašanja o komparativnem raziskovanju v tem polju, vključno s primerljivostjo podatkov, ob kombiniranju kvantitativnega in kvalitativnega raziskovanja ter na različnih ravneh analize;

Znanstveni cilji predlaganega programa (2) 4. proučiti načine uporabe drugih zbirk podatkov s področja družbenih ved (npr. v European Social Survey in Eurostudent) z namenom, da bi raziskovanje visokega šolstva trdneje umestili znotraj različnih družbenih in kulturnih okolij, v katerih se pojavlja; 5. izpeljati in razširiti razmerja z drugimi raziskovalnimi polji; 6. izpeljati in razviti implikacije za nacionalne in mednarodne visokošolske policy makers;

  8. Znanstveni cilji predlaganega programa (1) 7. dati pomemben prispevek k razvoju raziskovalnih kapacitet v polju raziskovanja visokega šolstva ter k izboljšanemu povezovanju med tem poljem in z njim povezanimi znanstvenimi polji. Poleg več in novega znanja o visokem šolstvu tudi: (a) prenova analitičnega okvira raziskovanja visokega šolstva z vzpostavljanjem povezave med raziskovalnimi projekti ter potekajočimi razpravami v družbenih in drugih vedah; (b) izpostavljanje kapacitet na področju raziskovanja visokega šolstva na način, ki bi prispeval k tem razpravam in teorijam.

  9. Pričakovana tematska področja Posamezni projekti znotraj programa naj bi ciljali na eno ali več izmed naslednjih tematskih področij: 1. Visoko šolstvo ter potrebe ‘družbe znanja’ 2. Visoko šolstvo ter doseganje (ali varovanje) enakosti in družbene pravičnosti 3. Visoko šolstvo in njegove skupnosti 4. Usmerjanje in upravljanje visokega šolstva 5. Diferenciacija in različnost institucionalnih oblik v visokem šolstvu
